子女應該珍惜父母

敦拉薩鎮區會教育基金主席丘應權說，身為子女的應該珍惜父母為自己所做的一切，包括父母含辛茹苦撫養子女成人，也供書教學讓子女在社會出人頭地，子女應該全心全意報答父母之恩。
 
他說，子女有朝一天也會成為下一代的父母，到時他們就了解為人父母的苦心。
 
“我們到時可能要報答我們的父母，父母也可能已經不在身邊了，因此珍惜眼前的才是最重要。”
 
他于週六（23日）分別出席敦拉隡鎮地區的八打靈高原人民組屋和帝沙斯里公主人民組屋的“雙親節”慶典，在致詞時這麼指出。
 
丘應權也強調，教育對國家及社會未來的重要，因為一旦父母沒有讓子女接受良好的教育，子女的未來將會失去保障。
 
“父母要明白教育對一個人的重要，特別是在近代，教育更是子女前途的保障，父母應該堅持讓子女接受高等教育，以便有足夠的準備，面對未來的挑戰。”

 一起出席活動的包括人民進步黨直轄區主席拿督A查德拉古馬及他的母親。
 
兩項活動上，他們分別頒發150個禮籃及100包白米及紅包給出席的為人父母者，眾人一同歡慶這個深具意義的雙親節。

打造健康生活環境

敦拉薩鎮區會教育基金主席丘應權說，隨著內各主要大城市的平地產業價值越來越高和升值，目前城市地區內的居民，特別是年輕一代，已有許多都是選擇住在分層產業單位，各地方政府和州政府，甚至中央政府，應該更加關注這些分層產業的管理，確保人民的生活素質得以保障。
  “這包括人民組屋及廉價公寓，它們許多的環境和衛生問題都非常不堪，居民也無法平靜生活，這都是政府應該關注及改善的。”
  他強調，生活環境與下一代的未來和前途也是息息相關，因此造健康生活環境，應該是人民與政府的共同目標。
  他說，一般預料這個數目還會上升，分層產業將成為未來趨勢，因為接下來剛踏社會的新鮮人，要擁有一個有地產業，似乎是越來越難。
  “就以鄰國新加坡作為例子，因為大部分的居民都在分層產業生活，該國政府針對分層產業的管制嚴厲，以便為居民打造健康及適合居住的環境。”
  他補充，衣、食、住、行是人的基本需求，因此只要這些人民的基本需求得以滿足，他們將會珍惜所做的一切。
  “如果這些分層產業沒獲得妥善管理或照顧，在缺乏理想的居住環境下，有關產業的市場價值將會貶值。”
  他說，政府可以通過撥款給人民組屋，協助粉刷及維修電梯﹔至于私人組屋或者公寓的，政府雖無法百分百承擔，但希望通過承擔部分基金方程式，協助居民改善居住環境。
  他說，房政部已向內閣建議，以2012年分層管理法令（Akta Pengurusan Berstrata 2012）取代現有的兩項相關法令，管理國內140萬個分層產業單位。
  他說，現有的2007年建築物與共管產業法令，以及1985年分層地契法令已不合時宜，包括管理權限及懲罰罪刑不全面。
  “房政部在3月16日向內閣建議2012年分層管理法令，一旦獲得國會通過，料取代2007年建築物與共管產業法令、1985年分層地契法令，同時，也包括1966年房屋發展商法令。”
  他說，只要國會通過2012年分層管理法令，有關分層產業的管理權限及懲罰方式將全面化，而建築委員會的權限不再受到限制。
  他說，新法令共有153項條文，比現有法令的46項條文更全面。
  此外，新法令也將設立分層管理訴求仲裁庭（Tribunal tuntutan Pengurusan Strata），以解決分層管理方面的糾紛問題。
   他說，新法令的懲罰罪刑將從10項增加至29項，而罰款則從500令吉至10萬令吉，增加至5000令吉至35萬令吉。
  他說，國內約有140萬個分層產業單位，如果以每個單位平均兩三名住戶計算，料約有700萬名住戶是住在分層產業單位。
  “此外，房政部在近兩年接獲2萬7000項投訴，證明現有有關分層產業法令不夠全面。”

People and government work together to achieve a healthy living environment

Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen, with the increase of housing prices especially landed properties in major cities, most of the urban residents, especially the younger generations has chosen hierarchical real estate property such as condominiums, apartments and flats.

However, Government may ensure the proper measures are followed and practiced by the management bodies of the properties, so that the quality and safety of the residents are guaranteed at all times.

This includes the common issues for instance the cleanliness and hygiene environment in those government flats and apartments which affecting the quality of living for the people.  Government should pay more attention to these issues.

He further added that the living environment and next generation is closely related. Therefore both the people and the government should work together to achieve a healthy living environment.

In view of the increase of landed property prices, this will cause most of the urban living people unable to afford to purchase landed properties. Thus, living in high rise condominiums and apartments will be the future trend for most of them.

For example, our neighboring country, Singapore, the government control and monitor the management of these properties in order to maintain a healthy living environment for their people.

Food, shelter and clothing are the basic human needs, so long as the people‘s basic needs are met, sure they will be cherished things surrounded them.

Without the proper management for these high rise properties, not only the quality living for the people affected but it is also causing the value of the properties diminished.

Mr Chew suggested that government can consider to allocate funds to refurbish the infrastructure of the government flats and apartments for instance to repair the service lifts and other public amenities. As for those private high rise properties, government should participate and implementing measures to enhance the living environment.

The implementation of the Strata Management Act 2012 which replacing the Buidling and Common Property Act 2007. The new act is to improve the management and maintenance of the stratified building and currently taking care of approximately 1.4 million units of stratified property.

The Building and Common Property Act 2007 and Strata Title Act 1985 may not be suitable to handle the current issues as its’ has many weakness.

The new Act has 153 provisions compared to the previous only 46 provisions, making it even more comprehensive. In addition, a tribunal will be set up under the Act to solve current issues and disputes. The tribunal will attend problems faced by the property owners, Joint Management Bodies (JMB), Management Corporations (MC).

For the past 2 years, the Ministry of Housing and the Local Government have received 27,000 of complaints. Mr Chew also added that he hopes that the new Act will able to address the weakness of the previous legislation.

大馬經濟將逆流而上

敦拉薩鎮區會教育基金主席丘應權認為，雖希臘二次議會選舉后世界經濟局勢仍未明朗，但國內經濟會因政府的經濟轉型計劃（ETP）旗下各項大型工程料將在今年下半年啟動，而內需將會持續強勁，並會讓國內經濟擁有堅實的支撐因素。

他說，只要人民及私人界全力支持及配合政府的步伐，以便確保這些工程會如期順利展開，讓國家經濟在世界經濟不景氣的情況下，逆流而上，甚至在本區域得以一枝獨秀。

“雖然大馬出口在3月按年萎縮0.13%，但我有信心，及市場也樂觀地預計，只要國家局勢保持穩定，我國全年出口料仍將出現正成長。”

 他說，最重要的是，國人需支持及共同參與政府推行的一連串經濟發展及轉型計劃，以便帶領大馬朝向2020年高收入先進國宏願。

 “最基本的是，人民要對政府的發展計劃有信心，若人民及市場有信心，國家推行的轉型計劃就能實現。這些都是國家內需的工程，它們不會輕易被世界局勢牽引，這也是我們的優勢。”

 他舉例，政府推行400億令吉的捷運計劃，發展商和各領域專業與勞動階級的人士，例如工程師、律師，和二手承包商或者建築工友等，都有分參與並從中獲益，帶動全國的經濟。

 “所以人民與政府是互相需要的，而一旦國家發展，人民的收入、資產及財富也能提高。”
 他是針對希臘二次議會選舉在全世界的關注之下，于日前如期舉行，發表看法。

 “在這次至關重要的議會選舉中，支持希臘接受救助的新民主黨以微弱優勢獲勝，從而使該國已經持續數月的政治僵局得以被打破。選舉結果預示著希臘短期內退出歐元區的可能性銳減，因此，國際市場，包括大馬對全球的經濟，信心都有所提振。”

 他說，希臘可能持續採取緊縮政策，爭取國際紓困，卻必須頂住人民的反彈壓力；也可能來個大轉彎，繼續舉債，走回以寬鬆政策催谷經濟成長的老路，卻未能獲國際認同。

 “若希臘政府採取前者，爭取全民的諒解並不容易；至於後者，則將斷絕該國爭取歐盟和國
際貨幣基金組織（IMF）給予撥款的支援，並不是明智之舉。因此，只要他們未下決定要如何去走接下來的一步，世界經濟都仍處于不明朗。”

 他說，這情況可能會令歐債危機重新發酵，但他卻認為，將不會輕易打亂大馬今年平穩渡過放緩期的陣腳。

 “即便歐債危機出現嚴重惡化，也不至於對大馬造成重大衝擊，或者只會影響貿易和金融市場，對于一般人民，傷害不會太過嚴重。”

 他說，根據數據，歐洲貿易佔大馬出口額僅為約9%，居次於中國和東南亞國家，因此大馬出口料將不會嚴重受創，它會因歐洲消費疲軟，而造成9%的出口活動下降，但最重要是不會影響太大，因為希臘更不是大馬的主要出口國。

Domestic growth will be remain strong and stable

Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen said the global economic situation remains uncertain after the Greece National election lately. However, several projects under the Economic Transformation Programme (ETP)are expected to take place in the second half of this year, domestic growth will be remain strong and stable.

He added, with the support from the people and private sectors with ETP, these projects will be commenced smoothly, striving the domestic economy to a higher scale.

Although, it shown a decrease of 13% of Malaysia Export in early March this year, he is confident that there will be increase of growth of Malaysia’s exports as long as the country remains stable and Malaysia is one of the main export country for palm oil, rubber and other natural resources.

He said the most important thing is the people and private sectors should participate and support the government’s implementation series of development and restructuring plans in order to succeed Malaysia as one of the high income nation towards 2020.

The fundamental is people must have confident with the government’s implementation plans, so that ETP will be succeeded.

He cited that the MRT Projects, which costs 40 billion ringgit, involves participations of various fields such as developers, engineers, contractors, lawyers, general workers that not only benefit the people in Malaysia, but striving the domestic economy as well.

The people need the government and vice versa. The growth of country will benefit the people’s income, opportunities, assets and wealth.

After the Greece national election, world economic crisis and Euro debts crisis are still uncertain. Even if the debt crisis in Europe is deteriorating, it will not be a significant negative impact to Malaysia directly, however affecting the trade and financial market.

He said according the statistics, the total Malaysia Export in Europe trade is approximately 9 %, after China and other Southeast Asian countries. It might only cause the slow down on export trade activities as Malaysia is not the main export country in Greece.

教肓可根治罪案問題

   敦拉薩鎮區會教育基金主席丘應權針對國內罪案最近頻傳，各種罪案如搶劫、掠奪、爆竊、私會黨活動、綁架，到走私、運毒，甚至販賣人口，政府除了加強警隊的軟硬體措施，警隊人力資源培訓，更重要是從人民的教育方面著手。

  他說，很多人已經忽略，一個國家的教育與治安是息息相關的，通過教育來防範及防止罪案，才是主動地由問題根源去解決問題，而不是被牽動著，只是一味去防範。

  “這包括加強及檢討由小學至中學的教育制度，除專注于學術表現，更重要是學生們品行及道德，讓國人自小由內至外，活在一個健康的環境中，才能確保國人能平安地與國家步向先進高收入國。”

  他說，現在教育部正在全國巡迴進行的“國家教育發展藍圖檢討計劃”對話會，應該將減少國家罪案放入，成為其中一項最主要探討的重點。

  “教育部及學校要探討的，不只是如何防範罪案或者防止成為罪案受害者，反之，是要如何不涉及罪案及遠離罪案。”

  他重申，教育制度不應該只是專注在用何種語文、何種科目，也應該專在品行人格的修養，才是真正的“教育”。

  他認同，目前政府在落實國家關鍵成效領域（NKRA）下防範罪案的努力，包括成功將破案效率提高及罪案率減低，但是那依然不足夠，因為人民都似乎“感覺”不到。

  “現在街上、市內、甚至家裡，人民都有種不安全感，因此這顯示政府尚需要努力，除了是在數據上的成功，也要讓人民“感覺”到，這才是最重要。”

  他也說，防範罪案不應該只是全部交由警隊去處理，除了警隊，居協、地方政府，甚至是私人公司、商場管理層等，都有責任去確保四周環境安全，及人民性命財物安全都有保障。

  “就比如，地方政府需去鑑定罪案黑區，並且安裝高效的閉路電視，用來阻撓企圖幹案的罪犯，減少發生罪案的機率；商場和大廈更可以聘用高素質的保安員，去保障使用者的安全。”

  他指出，移民局在面對非法入境者的問題時，也應該更加有效率去防範，因為大部分的罪案，都是一些沒有入境紀錄的非法入境者，令到案發后警方要追緝罪犯下落也成問題。

  “治安問題絕並非單一部門就可以去解決，這是需要國家上下，各部門各單位，甚至人民本身都面對及解決，才可以根除。”

Education is the key basic to stop people from commit into crime

  Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen commented the increase of criminal cases in Malaysia such as robbery, burglary, kidnapping, illegal private gathering, smuggling, drug trafficking, human trafficking. Malaysian police force has strengthening several measures in terms of enforcement and training. More importantly, is to create awareness and education among the people.

  Some people may not realize that education and a safety of the country in inter related. Crime prevention through education is the key basic to stop people from commit into crime, or rather keep preventing it.

  Education system in primary and secondary school should be strengthened not only just focus on the academic performance of the students, but more importantly focus on the students morals and conduct. So that the students will learn.

  The introduction of National Buleprint Development Programme by the Ministry of Education targets to reduce the national crime rate. Ministry of Education is working hand in hand with schools to explore the measures prevention of crime scene as well as to educate students not to involve themselves in crimes and the consequences.

  He reiterated that the education system in Malaysia should not only limit to subjects, languages but also to design other measures to cultivate the positive character and personality for the students, especially in their growing stage. This is the ‘real’ education.

  He agreed that the implementation of National Key Results Areas (NKRA) by the government, making effort to prevent and reduce crime rates in the country including the success detection of efficiency. Yet, people seems “feel” nothing at all.

  These days with the increase of crime rates and crime scene virtually taken place anywhere, anytime. People feel unsafe whenever they are along the streets, shopping malls, public areas, neighbourhood and even home. People have no sense of security. It shows that the continuous effort by the government is needed in order to provide a better understanding to how the people “feel”.

  Crime prevention are not solely depends on police force itself. We should not just hand over crime cases to police to deal with. NGOs, residents associations, private sectors, shopping mall managements and the people themselves should be co-operative and work together to prevent crime. It is the all parties responsibilities to ensure the safety environment and people’s lives and property are safe and protected.

  For instance, to identify the crime black areas, installing of CCTVs and hidden cameras helps to reduce crime case. Besides this, shopping malls and commercial building management can employ highly qualified security guards to ensure the safety of the environment is always assured.

  It requires all parties such as government, private sectors and the people themselves to work together to prevent crime.

Traditional Chinese culture and origin should be inherited

Recently, Mr Chew encouraged Malaysian Chinese to uphold the traditional Chinese education besides sustaining the origin and culture of Chinese so as to prevent it being lost. Traditional Chinese culture and origin should be inherited so that our next generations will be able to experience it.

He said, Chinese religions such as Taoism and Buddhism are well adapted by the local Malaysian Chinese.

The unique of Chinese Culture in Malaysia has been introduced from China since decades ago. The activities associated with Chinese religions, traditions, cultures, dialects immersed in Chinese community in Malaysia long long ago.

He pointed that Freedom of Religion stated in Article 11 (2) of the Federal Constitution  observes the right and freedom to practice ones religion and subject to the applicable laws restricting the propagation of other religions to Muslims. The Constitutions also provides Islam is the religion of the country and other religions may be practiced in peace and harmony. Further, stated in Article 11 (4), Malaysia Chinese is very fortunate to have the freedom to practice their own religion.

Malaysia is a multi racial country, the spirit of understanding and tolerance towards each other among the multi ethnic society is vital and should be practiced at all times. For instance, we have Government sectors through representatives and other institutions making continuous effort in promoting mutual respect among different religions and races in Malaysia such as to organize activities such as dialogues, seminars, conferences. This again strengthen contact among the Malaysians. Hence, we will be rational and united in solving other matters together for our country and towards achieving and peaceful, enriching country.

He further said that there are countries which suffer from racial riots, religions tension. Malaysia is very fortunate that all of us live in peaceful and harmony environment.

華族宗教、文化需傳承

  敦拉薩鎮區會教育基金主席丘應權說，華裔子弟應該在維護華教，傳承華族文化的同時，確保目前在我國國土的各個華族宗教，都得以完完整整宣揚下去，讓華族文化一部分的宗教的光，由華裔的子子孫孫傳接下去，發光發熱。

  他說，我國華族的宗教，如道教和佛教，都與大馬華裔有著不可分隔的關係。

  “在大馬華裔從中國本土帶來的文化中，宗教可以說是得天獨厚的；它的活動很少受到阻擾，它的結社比較容易獲得批準。此外，作為一種號召社群的工具，它也是最容易被掌握的。”

  他說，因此當中國本土的宗教被持續不斷的文化運動所摧殘的時候，大馬華裔固有的宗教信仰依然在華人的社會生活中扮演著重要的角色。

  “歷史悠久的華人社團絕大部份都是從義塚，宗祠或神宮等宗教性結社演變而來的。可見研究馬華歷史，我們不應忽略廣大華裔的群眾的宗教生活，以及這種生活在華人的社會發展過程中起作用。”

  他也說，大馬各族人民應該珍惜和以在這片獲得宗教自由而光榮，因為在一些國家，信奉自己所信的宗教，竟可被視為是一種“奢侈”。

  他指出，在馬來西亞聯邦憲法第二章第十一條，即宗教信仰自由下的第一款，保障全國人民皆有權信奉與實踐其宗教信仰。

  “而在第四款的限制下宣傳各自宗教信仰，因此人民應該為此而感欣慰。”

  他說，在大馬這個多元種族的國度，必須以諒解和容忍的精神對待各族，因此政府通過相關部門和代表不同宗教的團體舉行對話，以了解不同宗教與種族的人民需求，並從中加強彼此之間的聯系和提升認知。

  “如此，各宗教才能在平和及友好情誼的情況下，解決一切相關的課題。”

  他相信，只要我們奉行中庸、妥協態度和互相尊重的精神，沒有什麼問題是不能夠解決的。

  “雖然各宗教皆有不同的思想和教規，不過所有的宗教都是教導信徒向善和向上，教導教徒熱愛和平與和諧，以及追求進步。”

  他說，許多國家因為宗教及種族問題而引發騷亂和不安，慶幸的大馬人民能在不同信仰和宗教的環境下和平相處，這是因為人民團結一致抗拒一切的極端因素，確保國家取得和平與繁榮。

Father’s Day

Father’s Day

My father passed away six years ago, I still clearly remember the days we spent together. Among all the siblings, I must admit that I am his favorite kid.

He taught me the importance of money.  He believed to earn money as young as possible. After my year six graduation and I was employed with bank and my salary then was RM500.00 per month. It was a decent amount during that time for a fresh graduate like me.

My father was working in the insurance industry. At time, he did not encourage me to further my studies and rather wanted me to work and earn money.  That is not what I want and went ahead to further my higher education at UKM, which I obtained my B.A (Bachelor of Arts). Later, I continued my studies overseas in University of Wales Aberystwyth and there was where I obtained my Bachelor of Laws (LLB with Honours). Further, I was the Barrister-At-Law in Lincoln Inn in 90s. I started my own law firm since 1992 until now.

I strongly believe that education and knowledge are very important for a person’s success in life. We live in a changing world with new challenges, and in order to able to meet up with this challenges, education is a must, although it seems mundane. Life without education will not be able to achieve better financial capabilities in this real world.

Now, I am a father of 3 children. I give my upmost best not only to provide the basic necessities, and to strive my best to provide them the best education. Another important element in bringing up children is to teach them self- discipline. For instance, I can allow my children to play computer games and access to Facebook only during school holidays.  As we are aware of today’s children, teenagers or even adults are addicted to sophisticated computer games and online social network which resulted they withdraw from other activities such as sports as well as losing concentration.

No matter how busy we are, needless to say juggling ourselves making a living, as the parents, we need to dedicate some quality time with the children, interacting with them and share with them every moment we can towards a caring and happy family.

Lastly, I wish every father a very Happy Father’s Day and blessed with good health and happiness.

我父親在6年前去世，至今我仍清楚記得他陪伴我成長的日子點點滴滴。可以說，在眾兄弟姐姐當中，他是最疼愛我了。

他是第一個讓我知道金錢很重要的人。記得在我高中六畢業后，我獲一家銀行聘用，月薪達500令吉，在那個年代，算是很了不起的薪水待遇。

從事保險業的父親在當時並沒有鼓勵我繼續深造，反支持我投入社會工作。對于當時已有本身想法及理想的我來說，這並不是我想要的決定。

后來，我根據自己的想法，拿著獎學金繼續我的學業，陸續在國民大學考獲文學碩士學位，然后考獲英國威尔士亚伯大学法律榮譽學士學位。

最后，在1990年在英国伦敦的林肯法律学院獲得律师资格。

我知道，教育對一個人的品格與成就有最關鍵的影響，我也向父親證明了，有了教育就可以賺取更多金錢的事實，反觀，若沒有教育基礎，擁有很多錢卻沒有意義。

當然，疼愛我的父親，也非常感到光榮。在他老年的日子，我們兄弟姐妹也有陪伴著父親走完人生的道路。我懷著感恩的心，感激父親及母親對我及家庭的付出。

如今，我也成為了一名3名孩子的父親，深深體會到當一名稱職的父親並不簡單。

我是一名很重視孩子個人紀律的父親。比如，我會規定孩子祇能在學校假期接觸面子書或任何電腦遊戲。

新時代的少年，很不少在接觸電玩遊戲及面子書后，影響了個人的正常生活作息與學業，因為，當盲目進入電玩及面子書世界后，年輕人將失去活力，會對各種戶外活動失去興趣。

當年輕人沒有健康的寄託，將誤入歧途，造成社會問題的產生。年輕人應該多參與有益身心的活動，學習課外技能，家長更需要陪伴孩子善用寶貴的時間。

現今的家長為了生活忙于工作，其實很重要的是，絕不能忽略關注孩子的平時活動，身為家長的我們，必須讓孩子瞭解，要獲得順心的生活並不容易，生活是充滿艱鉅及挑戰的。

Do not entangle with the past and the history of the education, look into prospective measures to build a better future for Chinese education

Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen has agreed with Dong Zong President Yap Sin Thian called upon all political parties especially the Chinese community, highlighting the importance of education and demands incorporate the education into the election manifesto, which enable the people to be able to voice their views.  He further urged the people not to entangle with the past and the history of the education, however, to look into prospective measures to build a better future for Chinese education.

He said that Malaysian Chinese education has been well recognized internationally. The future of Chinese education can never only depends on political parties. NGOs are also playing a very vital role towards sustaining the Chinese education in next 50 years. For example, China embarks rapid growth of economy has been recognized globally and this has assured the importance of Chinese education and language.

He also said there are already many other ethnic groups students study in Chinese schools.

The former Singapore Prime Minister, Lee Kuan Yew has expressed that he should continue to strengthen the Chinese teaching in the country. Our Prime Minister and Deputy Prime Minister emphasized the importance and contribution of Chinese education towards the country.

He added that under the leadership of President Dr Chua Soi Lek, MCA has not only increase the number Of Chinese schools for the students, as well as reserves funds for Chinese schools expansion and teacher training development besides education supports from PTPTN for the needy students to further their studies. He reiterated MCA’s efforts within these 3 years towards building future for Chinese education has expressed. What has DAP contributed to the Chinese community so far? There is no statement made in Buku Jingga (Pakatan Common Policy Framework) for how to position Chinese education in our country for the people.

別在糾纏歷史，各造應合力打造華教未來

  敦拉薩鎮區會教育基金主席丘應權認同董總主席葉新田日前在彭亨直涼出席“華教救亡”交流會時，呼吁各政黨將華社對教育的需求納為競選宣言及列入政綱，讓人民作出選擇的言論，並促請各造勿在針對過去及歷史糾纏不清，而是大家一起展望和打造華教的未來。
 他說，單靠政黨的力量並無法保障華教的前途和未來，反而董總、教總和其他華團及華教非政府組織，對于捍衛華教及保障華教的前程，起著更大更重要的作用，因此政黨和非政府組織必需互相配合，互惠互利，互補不足，才能確保大馬的華教在未來50年，甚至更久都得以完整保存，甚至更加輝煌。
 他說，大馬華教的素質是世界認同的，因此我們必需堅持讓它得以傳承下去，發揚光大。
 “我們現在繼續追究過去是不實際的，我們必需更加努力和積極，去針對華教的課題尋找最佳及長遠的解決方案，共同面對未來，才是最實際。”
 他說，50年前任誰都沒有想過華教在國際的地位，會有今天般的崇高，當年中國經濟並未起飛，中國被國際社會忽視，捍衛華教是一條艱辛漫長的道路。
 “當年選擇讀華小的非華裔學生人數不多，甚至許多華裔子弟也甘願選讀英校，因為全部人當年都認為，英語的地位是無可取代的。讀華文並不能出人頭地。”
 他指出，但是今時今日，隨著中國已經名列世界強國之一，華文的地位已是與其他國際使用的語文平起平坐，因此華教在國內已成了主流的教育之一。
 “新加坡前內閣資政李光耀也曾坦承，他沒有在該國保留正統華教感到后悔，我國正副首相納吉和慕尤丁，也多次在公開場合認同華教對國家貢獻，這都代表了華教無可被取代的地位。”
 他也說，隨著目前已有許多友族學生競相進入華小和獨中讀書，他證明華教的教育體系獲得各族認同。
 他指出，政府也已經以行動來證明他們對華教的立場，包括全面承認中國大學的文憑和資格，目前也在研究和推動承認台灣大學的努力。
 “首相納吉是一名坐言起行的領袖，他不會隨口作出空頭承諾，他既已親口認同華教在國家的地位，這便是代表華教會繼續在大馬這片國土發光發熱。”
 他重申，支持董總要求各政黨都表明自己對華教的立場。
 “支持華教不只是在華人面前，而是在盟黨的面前，也應該站穩立場，馬華如今在總會長蔡細歷的帶領下，就是已做得到這點，馬華在短短3年不但爭取增建華小、搬遷華小、增加華小和獨中撥款，甚至統考生可申請進入師訓、可申請高教基金貸款（ptptn）等，都跨了很大的一步。”
 他說，反觀民主行動黨，不但過去除了喊喊一些口號，對于華教的貢獻了了無幾，甚至在民聯執政的州屬，如雪州、吉打和丹州，過去4年根本沒有增建華小、搬遷華小，甚至增加華小和獨中的撥款。
 “民聯的《橙皮書》內也完全沒有提及任何涉及華教的政策，到底民聯裡頭的伊斯蘭黨和公正黨如何定位華教？還是只有行動黨一人民聯裡在唱獨角戲。”

Consider public feedback before implementation of starting school at the age of 5

  Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen has made his comments on the newly implementing decision to start formal schooling by Ministry of Education lately. The Government has implemented to start school at the age of 5 instead of age 7 according to Education Act 1966.

  He commented that the Government should take consideration of the responses and feedback from the public (people) as well as obtain references from foreign education policies before implementation.

  He believes that it may not be suitable for the children to start schooling early as formal education requires long learning time, moreover, these young children have lack of concentration to adapt, as an average concentration of these children can only be maintained at about 30 minutes.

  The Standard Curriculum for Primary Schools (KRRS) said to be pupil-centric, with an emphasis of fun learning, critical and creative thinking, reasoning skills, communication and ICT literacy. Nevertheless, traditional spoon feed learning is still very much adapted by some local schools that even some students do not fully understand its purpose, and just imagine how well a 5-year-old child can understand?

  Although the standard of KSSR advocates no ranking system academically and examinations are exempted, however it may directly and indirectly affected the psychology and emotion of these young children. The hidden competition and overemphasis of academic performance among the students will give pressure to them unnecessary. The children must enjoy their early education.

兒童提早入學勿倉促落實

  敦拉薩鎮區會教育基金主席丘應權針對日前教育部宣布將修改1996年教育法令，以在2015年開始，把兒童入學年齡從7歲改至5歲，讓兒童提前接受正規教育的措施，應該先聽從各界的回應及參考外國的政策后再落實，以免太過倉促拔苗助長，將會弄巧反拙。
 他指出，政府必需堅持，即國家的教育政策絕不能朝令夕改，目前免除考試和不分排名制度的小學標準課程（KSSR），也未獲全國的學校完全跟隨，許多學校仍私下依舊以傳統考試評估學生的成績排名，如果又再倉促落實另一項措施，這是不理智的。
 他認為，5歲兒童並不適合開始接受正規教育，因為正規教育的學習時間較長，缺乏專注力的兒童很難適應，因為兒童平均的專注力只能維持在30分鐘左右。
 他說，雖然現今小學標準課程（KSSR）主要是要培養學生的創意思維、建立信心及表達能力，但潛在的填鴨式教學，讓在籍小學生都不了解自己在做甚麼，更何況僅5歲的兒童。
 “很多時候教師安排小學生做課業或做評估練習，他們就跟隨而已，不了解當中的意義。”
　他強調，5歲的兒童就讀小學一年級，難免會影響兒童的心智成長過程。雖然小學標準課程（KSSR）提倡免除考試和不再有排名制度之分，但頻密的課程安排和學校與學生之間的競爭，為小學生增添不少無形的壓力。
 “過早接受正規教育，為兒童的童年蒙上了不應承擔的壓力。這項計劃牽涉的層面很廣，要落實是需要多方面的配合和協助，再加以調整，方能令各界都滿意跟從。”
 此外，他說，落實5歲入學的措施，面對的難題包括師資短缺及教室短缺等問題。
　他指出，華小師資短缺問題迄今未有妥善的解決方案，教育部副部長魏家祥也稱必須等到2016年才能解決，一旦落實新措施，在5歲及6歲的學生大量增加的情況下，將會讓此情況進一步惡化。
 “許多大型學校，特別是華校都因為教室不足，而實行上下午班制，新措施落實之後，學生將面臨沒有地方可用的窘境。同時，由於入學年齡太小，許多學生也可能無法自理生活上的細節問題。”
　他認為，教育部也應有周詳策划，包括是否應讓老師增加特別的培訓，以免最終因倉促實行而適得其反。

董總政治化華教

  敦拉薩鎮區會教育基金主席丘應權指責董總指馬華典當華教的言論，是企圖把華教課題政治化，而將華教卷入政治，是屬于不負責任的作法。
  他說，教育屬於全國人民的課題，不應該被政治化，董總理應分清楚，沒必要埋怨馬華在處理華教問題上辦事不足。
  他說，董總針對華教課題，卻不曾指責國會反對黨領袖安華在任教育部長時，企圖消滅華教的作法，及行動黨對華教課題只講不做，當中的動機已屬司馬昭之心，路人皆知。
  “董總可以列出行動黨和馬華到底為華教做過什麼，來比較一下到底誰為華教做得更多。”
　他說，如果要對質任何課題，都應該根據事實說話，不應只是聽取某方的言論后，即作出評論。
　“那些都是歷史，而且都有紀錄在內，不可以隨意亂說以及聽信謠言，況且董總出示的信函內容根本就是不存在的契約，我相信這就是在說謊。”
　他針對董總指馬華在草擬1996年教育法案時，已典當華教一事，質問董總說，如果馬華真的有典當華教，為何政府在執行1996年教育法令后，批准所有國內的獨中，都獲得永久註冊准證呢？
  “董總是屬于非政府組織，也是華教內最高的組織，他們繼續朝著馬華窮追猛打，已顯示出他們另有目的，難道在近幾年，馬華在華教課題上所取得的突破，那是假的嗎？”
　他說，1996年前，所有獨中都須向教育部申請才能獲准繼續授課，但在執行該法令后，獨中並不需要那麼做，所以馬華並沒有典當或出賣華教。
  他說，如果董總繼續利用不存在的契約來打擊和抹黑馬華，不只對華教毫無建樹，反而破壞華教發展，對華教百害而無一利。
  “馬華比任何政黨更注重及積極辦教育，向來視捍衛母語教育為己任，為華教，包括為獨中作出許多貢獻和努力。”
  他說，馬華在獨中教育方面已作出許多努力，績效有目共賭，包括獨中生從2010年開始，可以申請高等教育基金貸款；統考生可獲政府無條件的頒發獎勵金，統考生獲准以大馬教育文憑（SPM）考試國語獲優等以及3科統考科目（包括中文科）優等的成績，申請進入師訓學院等。
  “如果他們出示的協議是真的，為何馬華可以為獨中爭取設立分校？為何統考成績可以用以申請進入師訓學院？連獨中生都可以申請高教教育基金貸款（PTPTN）？從2010起，50名最優越的統考生也獲政府無條件頒發獎勵金到國內外深造。”

Pada 19 November 2011, Yayasan menganjurkan Majlis Rumah Terbuka Hari Deepavali bersama-sama Super Kalaiarasi (MGR), Cheras Indian Welfare Association (CIWAS), Kuil Sri Maha Mariamman Sri Pulau Pinang, Kuil Jaya Sri Kaliamman Allayam Sri Johor, Persatuan PPR (INDU) Raya Permai, Sungai Besi, Penduduk-Penduduk dan Kuil-Kuil PPR Kg Muhibbah dan Penduduk-Penduduk India PPR Desa Tun Razak.
Tujuan anjuran majlis ini adalah memupuk semangat kekitaan di kalangan rakyat Malaysia dan mempromosikan perpaduan melalui prinsip hormat-menghormati dan kepercayaan di antara satu sama lain.
Yang Berbahagia Datuk Syed Abdul Rahman Alhashi, Ketua Penerangan UMNO Bahagian Bandar Tun Razak turut hadir untuk merasmikan masjlis tersebut.

Perhimpunan Berdoa Aman Mengekalkan Tokong Buddha dan Tokong Dewa Xian Fa

Perhimpunan Berdoa Aman ini dianjurkan oleh MCA Cawangan Bukit Jalil Resort, Persatuan Penganut-Penganut Dewa Xian Fa dan Persatuan Kebajikan dan Perkhidmatan Amitabha Kuala Lumpur dan Selangor pada 6 November 2011, ekoran daripada Notis Mengosongkan Tapak yang dikeluarkan oleh Pentadbir Tanah Wilayah Persekutuan bertarikh 6 Oktober 2011 untuk Projek MRT Jajaran Sg.Buloh – Kajang.
Tapak ini adalah diduduki oleh Tokong Dewa Xian Fa dan Tokong Buddha sejak 1976 dan 1998 masing-masing, tetapi notis ini dikeluarkan kepada individu-individu dan Pengerusi Dewan.
Tujuan Perhimpunan Berdoa Aman ini adalah untuk melakukan berdoa aman beramai-ramai untukmengekalkan Tokong Dewa Xian Fa dan Tokong Buddha dengan menyusun semula jajaran MRT. Di samping itu, ia juga digunakan untuk memberitahu pihak berkuasa bahawa kewujudan Tokong-tokong ini serta penduduk tempatan melakukan sembahyang di situ.
Perhimpunan ini dihadiri oleh lebih daripada 500 orang.Sidang Akhbar juga diadakan.Selanjutnya, satu kempen tandatangan juga diadakan untuk mengekalkan tokong-tokong ini dan berharap jajaran Projek MRT ini boleh disusun semula.Lebih daripada 5,000 orang menyokong kempen tandatangan ini.

Beliau turut menyampaikan hamper-hamper kepada warga-warga mas sebagi tanda terima kasih kepada mereka yang telah lama memberi sumbangan dan jasa kepada masyarakat tempatan.

Majlis Sambutan Perayaan Tahun Baru Cina 2012 Bersama-sama Penduduk-Penduduk Desa Sri Puteri, Cheras , Kuala Lumpur

Pada 19 Februari 2012, Yayasan Pendidikan Kawasan Bandar Tun Razak bersama-sama Persatuan Penduduk Desa Sri Puteri Cheras, Kuala Lumpur menganjurkan Majlis Sambutan Perayaan Tahun Baru Cina 2012 di Perkarangan Tokong Yuen Leong Gong.

Selain daripada persembahan tarian singa, nyanyian dan tarian kanak-kanak serta penyampaian Ang Pow dan buah limau Mandarin juga diaturkan. Seramai 300 orang penduduk-penduduk hadir ke Majlis tersebut.

Yayasan Pendidikan Kawasan Bandar Tun Razak menyampaikan sejumlah RM12,200.00 geran pendidikan kepada 3 buah sekolah-sekolah kebangsaan Cina di kawasan Parlimen Bandar Tun Razak.
Ini adalah terdiri daripada 40 orang pelajar daripada SJK (C) Kwong Hon Kuala Lumpur, 50 orang pelajar daripada SJK (C) Taman Connaught Kuala Lumpur, 24 orang pelajar daripada SJK (C) Naam Kheung Kuala Lumpur dan 8 orang pelajar daripada sekolah yang berlainan. Penerim-penerima geran tersebut adalah pelajar-pelajar yang akan menduduki peperiksaan UPSR tahun 2012.
Tujuan penyampaian geran pendidikan ini adalah untuk memberi bantuan kepada pelajar-pelajar tersebut yang berasal daripada keluarga yang miskin dan kurang berkemampuan supaya membiayai sebahagina kos pendidikan mereka.

 Majlis Pelancaran Program Kembali Ke Sekolah

Satu Majlis Pelancaran Program Kembali Ke Sekolah Peringkat Bandar Tun Razak dianjurkan oleh Yayasan Pendidikan Kawasan Bandar Tun Razak untuk pelajar-pelajar terutamanya mereka yang berasal daripada keluarga yang miskin dan kurang berkemampuan di Parlimen Bandar Tun Razak.
Program ini dibahagikan kepada dua (2) bahagian iaitu Program Gunting Rambut Serentak Secara Percuma yang diadakan pada 25 Dis 2011 dan Program Pemberian Beg Sekolah yang diadakan pada 26 dan 28 Disember 2011 masing-masing.
12 persatuan penduduk atau pertubuhan di Bandar Tun Razak memilih 60 pelajar untuk mendapat khidmat gunting rambut secara percuma. Jumlah pelajar-pelajar yang akan dimanfaatkan daripada program ini adalah 720 orang.
Bahagian kedua adalah program pemberian beg sekolah yang akan diadakan di tempat Dewan Serbaguna Flat Sri Pulau Pinang, Cheras dengan kerjasama Persatuan Kelab Peminat MGR Bandar Tun Razak, Kelab Penduduk-Penduduk India Bandar Tun Razak dan Kuil Sri Mariamman Flat Sri Pulau Pinang Cheras. Yayasan memberi 300 beg sekolah kepada pelajar-pelajar.
Sementara itu, sejumlah 400 beg sekolah diberikan kepada pelajar-pelajar di Ladang Bukit Jalil dan Kg. Muhibbah Fasa 2, Bukit Jalil pada 26 Dis 2011. Justeru itu, jumlah 700 beg sekolah diberikan oleh Yayasan.
Keseluruhannya, Program Kembali Ke Sekolah anjuran Yayasan Pendidikan Kawasan Bandar Tun Razak akan memanfaatkan jumlah 1420 orang pelajar-pelajar di sekitar Bandar Tun Razak.

Pada 22 Oktober 2011, Sdr Chew dijemput untuk merasmikan Karnival SJK (C) Taman Connaught, Cheras Kuala Lumpur yang bermatlamat untuk memberi pelajar-pelajar sempena kempen mengenangkan jasa budi para Ibubapa dan guru. Karnival ini dihadiri hampir 2,500 orang pelawat.

PROGAM MOTIVASI INSAN DINAMIK SPM 2011

Program Motivasi Insan Dinamik SPM 2011

Program ini dianjurkan oleh Yayasan dengan kerjasama Persatuan Belia Bandar Tasik Selatan pada 14 Oktober 2011. Program terlibat seramai 80 orang pelajar yang terdiri daripadalima (5) sekolah menengah di bahagian Bandar Tun Razak dan sekitarnya. Semua 80 orang pelajar adalah tinggal di Parlimen Bandar Tun Razak.
Pelbagai aktiviti-aktiviti disediakan yang berunsur daripada kerjasama berpasukan dan teknik menjawab soalan SPM.Program ini bertujuan member semangat dan membantu para pelajar untuk menyediakan diri dan mindanya untuk menghadapi peperiksaan SPM 2011.

GERAN E-DIDIK DAN GERAN BANTUAN KELAS TUISYEN TAHUN 2011

 Geran E-Didik dan Geran Bantuan Kelas Tuisyen Tahun 2011

Geran E-Didik dan Geran Bantuan Kelas Tuisyen dianjurkan oleh Yayasan Pendidikan Kawasan Bandar Tun Razak pada 1 Oktober 2011.Seramai 70 pelajar dan 6 persatuan penduduk telah dipilih untuk menerima geran tersebut.Geran E-Didik adalah diberikan kepada pelajar-pelajar yang mengikuti Program Skor “A” dibawah Program Pendidikan DBKL yang dikendalikan oleh persatuan-persatuan berkenaan. Manakala, geran bantuan kelas tuisyen yang diberikan kepada persatuan-persatuan untuk membiayai sebahagian kostenaga pengajar, peralatan dan pelbagai perbelanjaan kelas tuisyen.
Persatuan-persatuan yang terlibat adalah Pertubuhan Belia Bandar Bukit Jalil, Persatuan Penduduk Sri Johor 4A, Persatuan Penduduk Sri Penara, Persatuan Kebajikan Penduduk Kg. Malaysia Tambahan. Persatuan Penduduk PPR Desa Tun Razak dan Persatuan Penduduk Kg. Malaysia Raya.

MAJLIS PENYERAHAN WANG PENDAHULUAN PEMBIAYAAN PTPTN YANG DIKELOLAKAN OLEH YAYASAN PENDIDIKAN KAWASAN BANDAR TUN RAZAK

 Majlis Penyerahan Wang Pendahuluan Pembiayaan PTPTN yang dikelolakan oleh Yayasan Pendidikan Kawasan Bandar Tun Razak

Sdr Chew dijemput untuk megelolakan Majlis Penyerahan Pendahuluan Pembiayaan olen Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) di bawah Yayasan pada 20 Ogos 2011 untuk memudahkan penerima-penerima menerima cek-cek ini.Program ini melibatkan pelajar-pelajar yang telah menerima masuk ke pengajian tinggi sektor awam.Seramai 150 pelajar telah dipilih menerima wang pendahuluan pembiayaan tersebut.

4TH NST-PWC MALAYSIAN HUMANITARIAN AWARD

 4^th NST – PwC Malaysian Humanitarian Award

Yayasan telah dikurniakan Anugerah Kemanusiaan Berkumpulan (“Team Humanitarian Award”) bersama-sama dengan wang tunai sebanyak RM20,000.00 oleh New Straits Times pada 12hb Mei 2008. Anugerah ini diberikan adalah berdasarkan aktiviti-aktiviti pendidikan yang membantu pelajar-pelajar miskin dan memerlukan untuk maju dalam pendidikan.

ANUGERAH KECEMERLANGAN AKADEMIK UNTUK PELAJAR-PELAJAR

 Anugerah Kecemerlangan Akademik untuk Pelajar-Pelajar

Yayasan memberi anugerah ini kepada pelajar-pelajar yang mengikuti kelas tuisyen di Pusat Tuisyen anjuran Yayasan.Seramai 37 orang pelajar telah diberikan Anugerah ini pada tahun 2007.

Anugerah Kecemerlangan Akademik PMR & SPM 2009 dan 2010 telah diteruskan dengan skala yang kecil.

GERAN PENYELIDIKAN PROJEK DISLEKSIA UNTUK KANAK-KANAK SEKOLAH

 Geran Penyelidikan Projek Disleksia untuk Kanak-Kanak Sekolah

Yayasan dengan kerjasama Fakulti Sains Kesihatan Bersekutu, Universiti Kebangsaan Malaysia (UKM) menganugerahkan Geran Penyelidikan sejumlah RM28,000.00 kepada Dr Rokiah Omar, Ketua Pensyarah Penyelidik Jabatan Optometri UKM bagi membantu membaiki pembelajaran kanak-kanak Disleksia di Malaysia yang selaras dengan matlamat MCA, “Zero Drop Out Project”.
