National Day Message

This year's Merdeka Day themed, “sehatisejiwa” is to be build and raise the spirit of solidarity, understanding, togetherness and humanity of all people in the country.

No matter what happen, good or bad, we Malaysian must be united to face it. It is heartening to know and see that Malaysians are still helping one another in this challenging time, irrespective of color and faith, as we believe the setback is just temporary and there is light at the end of the tunnel.

This is the meaning behind the “sehatisejiwa”.

In time of difficult, national unity is utmost important. We can prove to the world that Malaysia is a united and strong nation.

During the 58th Merdeka Day celebration, we should refresh on the independence journey our forefathers took so that we will not take things for granted.

We cannot predict the future but today is here for us to work on.

We believe in unity. We will be successful when we are united as one.

I therefore wish all Malaysians a Happy Merdeka Day and may god bless you and your family.

國慶日獻詞

  大馬今年國慶日主題定為“一心一意”（＃Sehatisejiwa） ，這個主題主要是反映出大馬人民的團結、理解、和睦和高尚的人文精神。

 在苦難中我們看見讓我們欣慰的事，因都顯示了大馬人的不遺余力，去協助不幸的同胞與國人，一心一意，不分你我，一切的不如意，始終會過去，雨過天晴。

  這就是為什麼，一心一意會被選為今年主題，因為這象征著全體人民團結共存的精神。

  國民的團結精神，在國家處于低潮時期，顯得更加有價值，因為當外國人都在對我們國家評頭論足時，我們只有同心同力維護國家，我們才能證明給外國人看，大馬是一個強國。

  在國家慶祝獨立58周年之際，全體大馬人都應該看看我國建國所經過的歷程，溫故知新，更加珍惜我們所有。

  前方的路還會有什麼挑戰，並不在我們控制的範圍，可是我們可以堅持勇往直前，為自己為孩子為下一代爭取更美好的未來。

  我們相信，我們一定能成功，因為大家會互相扶持，同心協力克服挑戰。

  在這裡我祝各位獨立日快樂與家庭安健。謝謝。

小心駕駛

開齋節越來越接近了，除了友族同胞會趁佳節回鄉與家人過節，非穆斯林的同胞也會趁假期出遊，造成路上的車流量大增，發生交通意外的機率也會隨著增加。

  馬路如虎口，在每一次佳節都被當作是口號，但遺憾的是往往每一次佳節，死亡車禍都似乎有增無減。

  其實，駕車時必需要時常自我提醒，家裡有親人在等著我們回家，他們不再乎我們慢，只要我們能安全到家，一家團聚；而如果我這樣想，就可以減少發生車禍的機率。

  根據新聞報導，交通部已經指示陸路交通局和道路安全局聯手推行開齋節道路安全運動，並將嚴厲執行後座乘客系安全帶的條例，以提高公眾對道路安全的意識，降低車禍死亡率。

  交通局嚴厲執行後座系安全帶條例，主要是為了提高民眾系安全帶的意識及養成習慣，以保障乘客的安全。

  與此同時，駕車人士也必須改善駕車態度，以確保能夠安全回鄉過節。

  針對道路安全，絕對不是一朝一夕所能達到的目標，由于兒童的學習吸收能力較強，當局應該在幼兒園便開始計劃，培養孩子正確道路安全行為，塑造行為良好的下一代。

  成年人在開車的壞習慣，因年長而已定形，欲糾正並不是瞬間的事，但相信若可以自小就灌輸孩子在道路安全的正確行為，或有成效。

  被灌輸道路安全行為的孩子，會提醒沒遵守交通規則的父母，而父母在需以身作則下，或會改掉不良習慣，此舉或許會加快塑造良好道路安全的風氣。

  在此我預祝穆斯林朋友開齋節快樂，安全回鄉！

Drive Safe

As Hari Raya is drawing near and people are starting to travel back to their hometowns, traffic at major highways and interstate roads will increase sharply.

We have been reminded on road safety year after year but sadly have not seen any meaningful decline in fatal road accident cases. 

 We have to always remind ourselves to drive safely and responsibly because someone we love are waiting for our safe return. It's better safe than sorry. A change in attitude is all too important.

 According to news report, the Ministry of Transport and Road Safety Department are joining hands to hold a Hari Raya road safety programme aims to promote the use of rear seat belts and increase public awareness of road safety to reduce road accident. 

People should get used to using rear seat belts as it is an important safety feature to reduce injury during an accident. All the safety features in car are useless if people are not using it. Thus, it all boils down to people's attitude. 

Cultivating road safety awareness is a long term process which requires long term approach. Road safety education should ideally start in children as they are more receptive. Teaching them about being a responsible driver will ensure road safety. 

This is because changing an adult's driving habit is far more difficult than changing a child's behavior. Most of the time, a learned children could influence their adult drivers on driving safety, abiding to traffic rules and driving responsibly and to set a good example to the children. 

Lastly, I would like to wish my Muslim friends a 'Selamat Hari Raya Aidilfitri' and have safe journey home. 

Bulan Ramadhan,

  Kuala Lumpur  – Kita berasa amat bangga kerana setiap tahun semasa bulan Ramadhan, semua rakyat tidak kira kaum dan agama bertolak-ansur antara satu sama lain dan sentiasa hidup dalam suasana yang aman dan harmoni, kata ketua MCA bahagian Bandar Tun Razak Datuk Chew Yin Keen.

  “Tingkah laku yang bertolak ansur seperti ini adalah tabiat yang dipupuk sejak kecil lagi. Kita tidak perlu diingatkan , tapi kita tidak akan terlupa.”

  Beliau telah menghadiri pelbagai aktiviti Ramadan seperti pengagihan bantuan Raya, beras, buah kurma dan lain-lain di sekitar Parlimen Bandar Tun Razak sejak mulainya bulan Ramadhan. 

   “Malaysia mempunyai keunikan di mana semua rakyat menyambut perayaan bersama-sama tidak kira kaum dan agama. Dalam bulan Ramadhan, satu bulan suci, kami harus mengadakan 2 program/aktiviti yang boleh disertai oleh semua kaum, iaitu memberi bantuan kepada orang yang kurang berada dan amalan berbuka puasa beramai-ramai untuk mempereratkan perhubungan atau jalinan antara Rakyat berbilang agama supaya dapat memperkukuhkan lagi perpaduan dan semangat kejiranan serta semangat kepercayaan dikalangan Rakyat, khususnya jiran-jiran atau penduduk-penduduk setempat.”

  Menurut beliau, isu kecil dalam negara sering disebar di internet dan dijadi seakan-akan insiden yang amat teruk. Ini adalah kesan buruk yang dibawa oleh internet.

  Oleh yang demikian, beliau berkata, semasa menggunakan komputer dan internet, rakyat juga harus tahu membezakan antara berita palsu atau berita dan benar supaya tidak dikeliru olehnya dan seterusnya mencetuskan salah faham di antara Rakyat Malaysia.

  Beliau juga mengambil kesempatan untuk mengucapkan Selamat Hari Raya Aidilfitri, Maaf Zahir Batin kepada semua Rakyat Malaysia yang beragama Islam.

齋戒月

（吉隆坡訊）馬華敦拉薩鎮區會主席拿督丘應權指出，每年的齋戒月期間，都讓大馬人民感到非常驕傲與光榮的，因為不同宗教與種族的人民，都可以在這期間互相體諒與包容，沒有發生不愉快事件。

  他說，非穆斯林會體諒穆斯林齋戒，而避免在他們面對吃東西與喝飲料；穆斯林則會盡量不把齋戒當作“專利”，要非穆斯林遷就。

  “這是我們各族自小一起生活、一起長大培養出來的生活習慣，不需要特別去提醒，但也絕不會忘記或忽略。”

  他說，在齋戒月開始至今，他已先后到敦拉薩區內各地，參與各種穆斯林的活動，包括頒發佳節恩物、派發齋戒米粥、甜棗，及開齋活動等，感覺到本身就是在過節。

  “馬來西亞的獨特，在于人民可以同歡共慶不同種族、不同宗教的各種節日，不分你我。”

  他指出，由于互聯網的發達，資訊流動已毫無限界，因此日前在國內發生的一些小事，經過網上渲染卻成了大事，也讓人誤以為大馬動蕩不安。

  因此，他希望，人民在積極學習電腦及通過互聯網增進知識時，也要學習辦別是非真偽，不要一味全部相信，而被假消息誤導。

國際反毒日

6月26日是聯合國制定的“國際反毒日”（International Day against Drug Abuse and illicit Trafficking），這個日子再次提醒全國人民，毒品是國家的首號敵人。

  吸毒不但會毀了一個人的一生，也將會破壞一個社會，甚至一個國家的未來。

  打擊毒品不只是執法單位的工作，而是每一個人，從家庭到學校、親人到朋友，都必需關注的。

  吸毒就是如同一種慢性疾病，逐步侵害一個人的身體與健康，甚至他的頭腦也會被損害，並進一步影響一個的正常行為。

  曾有許多案例，被毒品毒害頭腦的人，不只是自己失去理智，甚至會因此而傷害身旁的親人。

  加上互聯網的發達，毒品都有機會通過各種方法接觸我們的下一代，因此更多的教育與宣傳，也必要的，包括從學校著手，讓孩子們從小就掌握毒品帶來的害處，與毒品宣戰。

  我認同，如果全國人民都視毒品為自己最大的敵人，我國將可以遠離毒品的威脅。讓我們一起與毒品抗爭到底！

International Day against Drug Abuse

International Day against Drug Abuse

The International Day against Drug Abuse and Illicit Trafficking is a United Nations International Day against drug abuse and the illegal drug trade. It is observed annually on 26 June. It is a day to remind people of the danger of drugs.

Drug abuse not just ruin a person's life but also affect the future of society and country.

The responsibility of combating drug abuse and illicit trafficking must not be solely on the shoulder of enforcement authority but everyone from individual, family and friends to school should play a part in the effort.

Drug abuse is like a chronic disease, it slowly ruins a person health even to the extent of brain damage.

There have been many cases of physical violence related to mental illness caused by drug abuse happening from time to time.

Access to drug has become very convenient in this online age. As such, it is extremely important to tackle the problem at the root i.e. education. Children need to be taught on the danger of drugs.

If everyone is having a common stand and awareness on drug, our country will be free from the threat of drug abuse and illicit trafficking. Let’s put our act together to combat drug abuse.

端午節

  農曆五月初五是端午節，民眾除了需傳承端午節傳統習俗外，也要告訴年輕一輩端午節文化的核心價值觀，讓他們知道真正意義，並在生活中實踐。　

  端午節節慶至今已有2000多年歷史，至今民眾仍然歡慶該節日，實在是一件不容易的事，希望民眾能繼續傳承這個節日給下一代。　

  端午節是一個非常重要的節日，除了紀念屈原，也提醒民眾需像屈原一樣擁有愛國的精神。　

  大馬的華裔同胞們多年來都效忠國家，在各領域都做出很多貢獻，也與其他種族一起發展國家。　

  我希望，年輕一代在慶祝端午節時，學習屈原愛國憂民精神。

  端午節是華裔傳統的節日，在過端午節吃粽子的同時，我們應該想到端午節的重要意義，那就是繼承和紀念屈原的愛國精神。

  屈原的愛國憂民精神激勵著一代又一代。這种精神是我們的巨大文化財富，也教育我們的下一代揚善除暴、愛國憂民、堅守崗位及建設美好家園。

  愛國是每一名公民的責任，馬來西亞公民應該繼承屈原的愛國精神。如果所有公民都具有真誠愛國精神，國家一定會邁向穩定和繁榮，國民的生活一定會過得安逸，分享國泰民安的成果。

羅興亞難民危機

  羅興亞難民危機讓我們再次關注國家非法移民及人口販賣的課題，大馬政府需要妥善處理此事，包括兼顧人道立場與大馬治安的問題。

  這也並非僅僅是東盟國家的問題，而是全球各界必須給予關注的人道主義課題。

  東盟國家之間向來相互尊重，不干涉東盟各國之間的事務，然而，當問題開始蔓延和影響到其他東盟或以外的國家時，各國就必須透過峰會或與各方合作以尋求解決方案。

  甚至是聯合國秘書長潘基文也表明對羅興亞人難民事件的擔憂，並指這是急需獲得解決的人道課題。

  可是，在替外國人解決人道問題時，大馬政府也應該以大馬人民的福利及聲音作為優先考量的要素。

  大馬是否能夠提供一個具高度保安且確保難民不會影響大馬人民安危的地點來收留這些難民。

  大馬目前已有12萬名來自緬甸的非法移民，這證明在人道立場上，我國政府已經扮演了很大角色。無論如何， 家有家法、國有國規，大馬國土也絕對不是任由外人自由進出的。

  而在這場危機上，身為大馬人的我們也應該覺悟，在多元種族、多元宗教的國度裡，國人團結一心是使國家興旺和平的重要因素。各族需要互相了解與包容，和平相處。

  讓我們團結一致，積極維護我們自獨立以來所擁有的和平與安寧。

Rohingya Refugees Crisis

Rohingya Refugees crisis is indeed a wakeup call to Malaysia to pay special attention to illegal immigrants and human trafficking issues. In handling the crisis, our Government needs to show wisdom in balancing humanitarian aid and national security.

Human trafficking indeed exist in this country. It needs urgent actions against those involve in this immoral activity and severely punish them. It is a criminal offence.

The discovery of human trafficking activities in the boarder of Malaysia and Thailand which revealed the treatment to the refugees were shocking, disbelief and immoral as well as against the human values.

Irrespective of the intention of the Rohingya Refugees, we need to help them and provide humanitarian aid to them as well as to assist them to find a solution to problems.

I agreed that Refugee problems are not specifically happen to ASEAN and it also happens to other region in the world including Europe.

Though ASEAN policy is non-interference and mutual respect between the countries, cross border problems such as this Rohingya Refugees crisis needs dialogues, negotiation and compromises between parties concerned to find a long term solution under the concept of co-exist based on mutual trust, respect and harmony for all as well as universal human rights.

In fact, UN Chief Ban Ki-moon has also called all parties concerned to resolve Rohingya Refugees crisis and urged for an urgent solution.

Therefore, I urge the Government to take action to provide assistance and humanitarian aid to the Rohingya Refugees.

I urge the Government to show leadership as Chairman of the ASEAN community in resolving the Rohingya Refugees in the long run. Give the Refugees a right to live in peace and harmony.

I agreed that Government should take priority on the safety of our people over the Refugees. But, the question is whether the Government could provide a safe and secure refugee facility and guarantee public security. I believe our Government can provide us the public security or safety and similarly provide the facilities to host the Rohingya Refugees.

However, the Government must be careful as we are a sovereign state and would not allow free-flow of Refugees in and out of our country without restrictions.

In addition, our resources are also limited. Similarly, we also cannot send a wrong signal to the home country of the Rohingya Refugees that we welcome them and will take care of their needs. We must act prudently.

Therefore, Rohingya Refugees crisis must be resolved on an urgent basis within the context of the concept of co-exist in their home country.

In this refugees crisis, we, Malaysian, must realise that unity of the people is paramount especially in a multi racial, multi culture and multi religions society. I must say unity must be based on mutual respect and trust among the multi racial community. Let’s us treasure our multi racial unity that we enjoy since independence.

共同協助腎病患者

  根據數據，全國5萬名腎病患者長期洗腎，年均增加6000名新患者，40歲至60歲男女居多，這顯示腎病在國內的情況很嚴重。

  衛生部最近也公布，共有40%/的國民肥胖，不健康飲食和生活習慣容易患上疾病包括腎病在內，目前全國共有5萬名腎病患者，情況相當嚴重。

  政府醫院開設的洗腎中心，並不能應付所有患者的需求，加上優先給患病公務員使用政府的便利，這項措施促使大多數患者必須向私人洗腎中心求助，不少是來自經濟能力有限的家庭。

  可是，私人洗腎中心的費用昂高，不少病患唯有轉向非政府機構創辦的洗腎中心求助。

  國民實踐健康飲食、良好生活方式和經常運動，才能避免被腎病盯上，不必長期洗腎而影響正常生活。

  我也希望，更多機構可以落實社會服務的精神，提供援助給腎病病患，包括成立慈善洗腎中心，與不幸的一群共同面對困境。
 
  至于政府，他們也應該提供援助及支持給這些慈善團體，包括提供資金上的支持，甚至津貼給每一名來自中下收入的洗腎患者。

  讓我們共同努力協助社會上有需要及貧困的群體！

Let's us help the needy kidney patients

  According to statistics, there are 50,000 kidney patients require long-term dialysis, with 6,000 additional new patients every year. Most of the patients are of age between 40-60. This trend is worrisome and continue to rise.

  The Ministry of Health revealed recently that 40% of population is overweight. Unhealthy diet and lifestyle cause chronic disease including kidney failure.

  Government dialysis centres are unable to cope with the ever increasing kidney patients, preference is given to civil servants. So most of the kidney patients go for private dialysis centres but many of them have limited financial ability who cannot afford the expensive cost.

  Due to this, many patients turn to dialysis facilities run by NGOs. However, the low and low medium income groups cannot afford such treatment. As a result, some patients family also have to bear high medical bill and facing financial difficulty due to high treatment costs.

  I hope the Government should give incentives to these Ngo's so that the cost of treatment can be reduced to help the patients.People should practice healthy living style with regular exercise so to keep diseases at bay.

  I do hope more organizations could contribute to this noble cause by giving assistance to needy kidney patients such as setting up more charitable dialysis centres.

  In this respect, the Government should also assist this charitable organisations by providing incenives and even subsidi to each patient, especially from the low and low medium income group. Let's us joint hands to help the needy patients. Be generous to the poor and needy.

衛塞節獻詞

  對于佛教徒來說，在衛塞節緬懷佛陀之時，也學習佛陀的大慈大悲，舉辦祈愿法會，祈願所有在苦難中的眾生早日離苦得樂，所有罹難的眾生往生善道。

  至于其他宗教，我們也應該一視同仁，同樣祈求在災難中的人可以堅強面對，美好的明天盡快到來。

  衛塞節到來，我吁請所有朝野政黨以及全體馬來西亞人，一起許諾，共同努力維持國內不同宗教之間的和諧與發展，確保我國在未來的日子，仍繼續享有宗教和諧，全民安居樂業。

  最后，我借此機會祝佛教徒“衛塞節快樂”。

Wesak Day Message

In Buddhism, Wesak Day is the day to commemorate the significance of Buddha: the birth, enlightenment and passing away; the teaching of compassion, mercy and pray for people to escape from sufferings and reborn into better life.

Other religions also teach us to having compassion, helping those in need and suffering so that their heart will be strengthened and they will find peace here and afterlife.

I hope and urge, during this Wesak Day, for everyone in Malaysia including all political parties pledging to keep us living in peace and harmony with religious tolerance and accommodation.

Wilful provocation of religious discontent and disharmony should not happen in Malaysia for we have long been enjoying a peaceful and religious harmony since Merdeka.

People should reject religious extremism of any kind and be united for a peaceful and prosperous Malaysia.

Lastly, I take this opportunity to wish all Buddhists "A Happy Wesak Day".

Labour Day Message

During Labour Day, I would like to take this occasion to wish everyone have a blessed day, finding pleasure in your work and being committed.

In the era of knowledge economy, knowledge is the sole determinant factor of a country’s productivity and competitiveness. Increasing the knowledge level for all of us is not an option but a necessity.

In addition, knowledge workers must also have the quality of integrity and be visionary.

The coming tabling of the 11th Malaysia Plan is the final push to developed nation status for Malaysia. That calls for even more investment in human development.

Skill and knowledge are the factors to ensure high income of workers, economic development.

I hereby express my great appreciation to all workers, labour unions and entrepreneurs for their contributions in government policy-making and development of our beloved country which form the foundation of peace and prosperity.

勞動節獻詞

 勞動節到來，我要在這裡祝各階層的勞動人員工作愉快，享受工作，也盡力工作，為國家為社會作出貢獻。

  在知識經濟時代，知識成為決定國家生產水平和競爭力的要素，因此要增加競爭力，就必需提高自己的知識。

  國家要進步不可以一成不變，就是不斷創新與求上進，但革新不僅是科學和工藝而已，也涵蓋社經、行政和管理和人文生活等領域。

  熟練員工同時也必須要具備崇高的誠信、有宏願和著重就業素質。

  即將在下季國會提呈的第十一大馬計劃，將是政府將馬來西亞於2020年打造成為高收入先進國的最後一步轉型，因此我認為必需要著重人力資本發展，尤其是知識和競爭力員工，因為這是合時宜的轉變，不應再依賴廉價勞工。

  熟練和知識是提高員工收入的先決條件，因這可促使國家經濟穩定和成長，並吸引外來投資。

  勞動階層必須擁有共同的承諾和行動，保社會和諧，以及國家使命成功落實。

  我在這裡感激國內所有員工、職工會和僱主的合作，使政府政策和國家發展計劃成功推行，我們人民可以在安寧穩定的國家中生活。

《2014年總審計司報告》

《2014年總審計司報告》系列1的公布，顯示政府以透明原則處理弊端方式，但政府也需進一步針對相關弊端展開調查，包括對付犯錯的官員。

  政府不應對這種弊端妥協，相反的需加以嚴懲，有必要對那些玩忽職守的官員，采取嚴厲而堅決的行動，以警惕其他官員。

  若有官員被證實需對著種種弊端和疏漏負責，他們就應被對付。

  政府需要認真看待總審計司報告所羅列的政府體制內資源濫用的問題，這不應該只是一個每年公式化的揭發弊端的報告，但卻又沒有采取任何行動。

  為了確保透明和貫徹問責，政府應成立一個特別委員專門處理其中的關鍵問題。

  反貪會也應該主動針對可疑的案件展開調查，人民都希望看到案件被調查，涉案者或濫權者被提控。

  我的意見是，政府應該加強執法的工作，因為空有法律但無執法行動，是毫無意義的。

  讓國人一起團結起來，自發反貪精神，一起打造一個更美好的國家。

Auditor General's Report 2014

With the release of Auditor General's Report 2014, it shows the government is always being transparent in dealing with corrupt practises issue. However, the government needs to go further and pursue those have commited corruption.
The government should show its seriousness and uncompromising stand against corruption. Stern action should be taken against those public officiers who have abused their powers and committed cprruption.
There shall be no fear or favour in dealing with those who are found to be responsible for wrongdoings.
At the sametime, the government should take the abuse of public funds as reported in the AG's Report seriously and take action to prevent any abuse and/ or leakage. The AG's Report should not be just an annual ritual without serious follow up actions being taken by the government.
In order to ensure transparency and accountability, a special committee should be set up and tasked to the follow up actions concerning issues and/or wrongdoings raised in the AG's Report.
MACC should also initiate investigation on suspicious cases of corruption. People are hoping to see the laws are enforced and those responsible for power abuse and corruption are being dealt with properly and adequately under the law. I am of the opinion that the government should do more to enforce the law agaisnt corruption and it is pointless to have the law without proper and aderuate enforcement. Let's us united to create awareness and take action agaisnt corruption and build a better nation.

Prevention of Terrorism Bill 2005 (POTA)

It is my personal view that  the Prevention of Terrorism Bill 2005 (POTA) and Special Measures Against Terrorism in Foreign Countries Bill 2015 have become a necessity for Malaysia, as the threat of terrorism is more and more frequently happens in the world. Malaysia is no exception to this terrorism threats.

Not long ago, the police arrested 75 persons believed to be involved in the IS activities. Though we have existing laws to deal with armed militants, a preventive one is better in arresting the threat of militancy before it happens and someone gets kill or injure.

With the passing of POTA and Special Measures Against Terrorism in Foreign Countries Bill 2015 by the parliament, the police have a standard operating protocol in carrying out its duty including enforcement and arrest procedures which will be more effective in combating terrorism in the country.

Prevention is always better than cure. These new laws give us the preemptive edge and make us in a better position to deal with any situation. It is for the benefit of the nation and the people as we all love peace,harmony and  stable environment. Therefore, I hope that nobody should politilise these bills and we all move on for the interest of the people.

《2015年防恐法案》

   《2015年防恐法案》（ Prevention of Terrorism Bill 2015，POTA），以及《2015年對抗國外恐怖主義特別措施法案》（Special Measures Against Terrorism in Foreign Countries Bill 2015）在大馬目前的局勢來說，是非常有必要的。

  恐怖襲擊的威脅關係到全馬的安全，因此人民應該認真看待這兩項法案，而法案真正對付的人，都是試圖危害大馬人民的人。

  早前，政府逮捕75名涉及參與“伊斯蘭國”（IS）武裝活動的人士已進行改造，雖然大馬已經有數項法令對付大馬的非法武裝分子，但若有防範形式的法令，將更加能夠打擊現有的武裝犯罪行為。

  內政部所呈的兩項新法案，即《2015年防恐法案》（POTA）及《2015年對抗國外恐怖主義特別措施法案》，警方已針對法案制定一項標準作業程序，包括逮捕和執行的程序，這將更有力地打擊國內的恐怖活動。

  我國面對許多挑戰，政府必須嚴陣以待，如哈里發國組織（IS），對國人的威脅是很嚴重的。

  “預防勝於治療”，防範性的法令目的，是必須確保恐怖活動不會在國內發生，而危害國家安全、進行恐怖活動的人將會在新法令下受到對付。

Choose your next step wisely

The SPM and STPM results have released. It is time for the students to choose their career and choice of university.

I would like to congratulate those who obtained excellent result. Because of your hardwork and dedication, you reaped the fruits of your hard work. You deserve and I'm sure  your parents are proud of you.

However, those who are not so good result should pursue further study by taking vocational and /or technical courses. There are plenty technical colleges in Malaysia. Remember, a skill acquired will be a life living tool and will give you a lifetime earning. As Malaysia will need a lot of skill workers, possibly more than the professionals in the next 10 years.

Students from low income group should not feel discouraged by lack of funding because they are plenty of scholarship, bursary and / or study loan available. All you need is to have a good result in your examination.

However, the most important thing is that, if your result fell short of expectation, it doesn't mean you're doomed. Do remember that 'failure is the mother of success'.If your result doesn't look good and you are lost, you should talk to your teachers or parents and discuss your problem with them.

Academic achievement isn't the only way to success, it is merely a qualification but success depends heavily on your own and ability to adapt to the working world, as well as hard working and personal relation with others.

Lastly, i wish you all the best and have a bright future.

Berhati-hati dengan kes Denggi

Menurut statistik yang diumumkan oleh  Kementerian Kesihatan, terdapat 30,890 laporan kes denggi sehingga 21 Mac 2015. Ini adalah satu peningkatan 40.6% jika berbanding dengan tempoh masa tahun lepas, iaitu sebanyak 21,967 kes denggi.

Kes kematian akibat deman denggi juga meningkat dari 54 kepada 98 kes pada tempoh yang sama iaitu peningkatan sebanyak 81.5%.

Angka ini amat membimbangkan dan harap kerajaan dapat mengawal wabak ini supaya rakyat tidak hidup dalam ketakutan. Walau bagaimanapun, rakyat sendiri juga harus memberi perhatian kepada kebersihan sekitar rumah dan sentiasa mengambil langkah melindungi keluarga daripada nyamuk aedes.

Sehingga kini, terdapat 222 kawasan di seluruh negara telah dikenalpasti sebagai kawasan wabak denggi.  Di antaranya, Selangor dan Perak masing-masing terdapat 180 dan 32 hotspot yang merupakan negeri-negeri yang paling teruk dilanda wabak denggi.

Kerajaan mempunyai tanggungjawap dalam pengawalan wabak denggi, tetapi rakyat juga perlu memainkan peranan dalam mencegah demam denggi, umpamanya membersihkan rumah dan sekitarnya. Memerangi penyakit denggi adalah tanggungjawab bersama dan semua harus bertindak dengan serentaknya.

Menurut pegawai pemeriksaan dari Jabatan Kesihatan, ramai penduduk termasuk mahasiswa di mana tempat kediaman mereka masih tidak memuaskan dari segi kebersihan.

Langkah paling asas ialah mengutip dan mengosongkan botol atau kontena atau bekas-bekas yang menakung dan sentiasa menjaga kebersihan sekitar rumah.

Kerajaan juga perlu menjalankan pengasapan di kawasan-kawasan perumahan dengan lebih kerap bagi mencegah wabak deman denggi. Di samping itu, pihak berkuasa tempatan juga harus kerap membersihkan kawasan lapang atau tempat membuang sampah-sarap, terutamanya musim hujan. Gotong-royong setempat juga harus dianjurkan oleh pihak berkuasa tempatan.

小心防範骨痛熱症

根據衛生部長拿督斯里蘇巴馬念公布的數據，今年截至3月21日，衛生部共接獲3萬890宗骨痛熱症病例，相比去年同期的2萬1967宗，上升了40.6%。

至于死亡案例也有多達98宗，與去年同期的54宗死亡病例相比，今年足足高出81.5%。

這數據讓人感到非常擔憂，政府應該盡快想出面對的方法，不要讓人民天天活在恐懼中；人民也要自律地照顧住家及生活環境，自動自發保護自己及家人的健康。

目前，全國共有222個地區被鑑定為骨痛熱症熱點，其中雪蘭莪和霹靂分別佔據180個和32個熱點，是骨痛熱症肆虐最嚴重的州屬。

政府在面對骨痛熱症方面扮演很重要的角色，但要降低骨痛熱症病例，民眾的配合也同等重要，包括關注住家清潔，是至關重要的。

根據一些衛生局官員的檢查，甚至是大學生租住的住家，也無法保持清潔，這顯示人民的防識意識仍有待提升。

最基本的方法，是撿起丟棄在住家外的空瓶子或者任何積水的容器，並且勤于清理及打掃。

如果自己或家人有不適的健康現象，則需盡快求醫。

政府方面，衛生局官員也要更勤地在住家外牆、花草及籬笆門噴灑戶外滯留噴霧，預防骨痛熱症。

crime prevention is joint responsibility

  There have been quite a number of robbery cases at ATM machines around Klang Valley lately. I feel sorry for the victims and hope the public will be more alert to avoid becoming the next victim.

  Crime could happen anytime if you're not careful.

  In this regard, the police has indeed done their best in fighting crimes. However, we must be realistic and understand that the police is not superhuman and omnipresent, there are times when crimes happen despite what has been done.

  As such, the public should take crime prevention initiative, including heightening alert, avoiding being alone at night or making money withdrawals at remote places.

  The public must be careful and aware of their surrounding.

  Besides that, banks should also upgrade their security system at ATMs including 24 hours security watch.

  Supposedly, the security and surveillance system of banks is among the best, their CCTVs should be able to capture high resolution images and this greatly helps the police in identifiying and tracking down the criminals.

  No doubt, frequent police patrolling crime hotspots could also act as a crime deterrent.
But fighting and preventing crimes needs the co-operation of everyone to achieve the desired result.

  As such, crime prevention is the joint responsibility of the police force and the public. Let us work together to reduce crime.

提高防範罪案意識

  最近雪隆區傳出數宗公眾在銀行提款機提款時遇劫及被傷害的案件，我對傷者的遭遇感到傷心及同情，也希望公眾將這些案件引以為鑑，提高自我防範罪案的意識，以免成為下一名罪案的受害者。

　罪案可以說是無時無刻都有發生的機會，只要你一個不留心，匪徒很可能就會趁機下手。
　警方針對國家的治安已做了許多，但是我們需明白，警方也無法24小時守在我們及我們家人的身旁，因此罪案還是會發生。

　因此人民應該先自發性防範罪案，包括自己提高警惕，減少讓匪徒有下手的機會，如在晚上或者清晨時間，減少單獨到偏僻的銀行提款、提取鉅款時，找人陪伴等，才是更加積極的作法。

　此外，針對提款機的案件，銀行業為了保護顧客及ATM自動提款機提款客戶的安全，他們也應該提升各地自動提款機的保安措施，包括派駐有素質的保安員24小時駐紮。

　銀行的防盜系統也應該是最先進的，包括閉路電視應該是高清晰度的，以便一旦發生劫案，警方可以依據片段去追捕匪徒，而不是蒙蒙的畫面，于事無補。

　當然，警隊也應該更加積極巡邏罪案黑區，截查可疑人士，阻嚇想要幹案的匪徒。
　安寧的社會不可能單靠一方的努力就達到，而是需要各方合作同心同力。

Ops Selamat 6

  During CNY's Ops Selamat 6 this year , there were 17,632 reported road accidents with 199 fatalities.

  There is a 25.2% increase compared to last year CNY's Ops Selamat 4's 159 fatalities. Most of the deaths involved motorcyclists. Therefore, it is hoped that motorcyclists be more careful on the road.

  Why caused the rise in road accidents and deaths even though safety enforcement has been increased?

  In my opinion, this has something to do with the road user's attitude. If our attitude remains unchanged, it's not going to help reduce road accidents.

  Some impatient road users are willing to take risk by speeding or running a red light, and therefore causing accidents.

  Some got injured and vehicles crashed, some were not so fortunate and cost their own as well as others' lives.

  I hope that apart from the effort of the traffic authority, people should learn to be more responsible and courteous on the road. This is the only way to prevent tragedy from happening.

安全行動6

  農曆新年期間展開為期兩星期的“安全行動6”（OPS SELAMAT 6），共發生1萬7632宗車禍，造成共有199人命喪虎口，讓人感到傷心。

  去年農曆新年的“安全行動4”死亡人數有159人，今年卻上升達25.2%，數據也顯示，死亡者多數都是摩哆騎士，因此希望摩哆騎士本身要多加留意之外，駕駛者也要加以小心，更加注重在路上騎士的安全。

  到底是什麼原因造成車禍死亡人數節節上升呢？為何執法單位的行動已越來越嚴厲，卻還是阻止不了車禍的發生？

  我認為，車禍率及死亡車禍率高企不下的原因，乃是公路使用者的態度問題，如果本身的態度不改變，車禍的數據就不會減少。

  很多時候，公路使用都愛抱著僥倖的心理，如想要早一點抵達目的地，就加快車速，或者闖紅燈，結果意外往往就是這樣發生。

  有些幸運者，可能只是車毀人傷，不幸的則賠上自己性命，更嚴重的，就是害人害己，連累其他無辜的公路使用者。

  我希望，除了執法當局要加強執法，取締違規者，駕駛者本身也要培養負責任的態度，提高禮讓的精神，才是減少悲劇一而再發生的最佳途徑。

3.8婦女節

  在這個3.8婦女節，我希望，國家將繼續堅持和確保女性在大馬獲得應有權利和尊重。
  不可否認的是，女性一直是國家骨幹，因她們的承諾、奉獻、感情和參與，不問回報，為我們這一代及下一代，默默付出。
  隨著時代改變，婦女已逐漸取得前所未有的成就，越來越多的女性擔任國家領導人，全世界有超過30位國家領導人，如泰國、菲律賓及印尼等。
  要鼓勵婦女在職場發揮，政府需要有計劃性地建設托兒所，以便讓女性能安心工作崗位衝刺，而且也可有更多女性踏出第一步，發揮潛能。
  首相納吉在2015年財政預算案中，也宣布撥款22億令吉予婦女、家庭及社會發展部，這也代表我國非常關注婦女的福利。
  接下來，政府的目標，是強調國內私人企業的公司決策者，擔任董事的女性應該增加至30%，這是大家都樂見其成的。
  最后，我再次恭祝全世界女性“婦女節幸福”！

學生好好選擇出路

  大馬教育文憑（SPM）與大馬高級教育文憑（STPM）的成績已先后放榜，如今是學生們開始準備為自己未來作決定的時候了。
  我要恭喜拿到優異成績的朋友，因為你們在準備考試時辛苦的付出，都得到了回報；那是你們的驕傲及光榮，甚至父母親朋戚友也替你們高興。
  成績好的，要考慮自己要選修什麼科系，自己適合在什麼領域；成績不理想的，則需考慮自己要繼續進修，還是踏入社會工作。
  當然，除了國內外的大學與大專，技職教育也是學生可以考慮的一個領域，因為大馬在未來10年內的發展所需，技職人員甚至比許多專業人員，更受歡迎，及出路更廣。
  要如何遴選適合自己的科系，首先可以參考成績單，依據自己的強項與興趣，選出最適合自己的科系，然後去申請你要報讀的學院或大學。
  SPM學生也可以選擇報讀大學先修班，以便日后有更多的出路。
  至于家境不好者，也無需灰心氣餒，可以試試申請政府大學或其他學費本地較便宜的學院就讀，或申請各類獎學金及助學金。
  如果家庭負擔得起，則可選擇各種海外課程。
  最重要是，如果成績離自己本來的目標相差很遠，也要緊記一次失敗，並不會是永久的失敗，失敗乃成功之母。
  因成績不理想而不知如何選擇前路者，可向年長的朋友或父母和他們討論，講出問題尋求他們的意見。
  各種成績其實也不完全代表就確定了一個學生的前途，成績只是踏腳石，在社會的發展還是需靠學生往后各種社會經驗及待人處事的手法。
  無論如何，我還是祝賀各位學生前途似錦。

Prepare to face hot spell

The weather forecast for the next two months predicts high temperate of up to 38C with very few rains in a week.

This hot spell follows right after the CNY celebration where unhealthy lifestyle will make people more susceptible to decreasing immune ability. Heat stroke, cough, sore throat, phlegm, flu etc. become very common.

Traditional recipe of prevention such as herbal drinks include chrysanthemum, barley, ginseng tablets may help lower body heat during hot spell.

People should also be mindful of their daily diet and adequately hydrate their body to prevent body from overheating and other illnesses such as cough and sore throat. Besides, vitamin c supplement also help strengthen immune system.

Children should avoid being exposed outdoor for too long because sunlight will cause body temperature rises quickly and heat stroke.

Schools should closely refer to the weather forecast to limit outdoor curriculum to prevent students from getting sick. If outdoor activity is unavoidable, proper hydration measure should be taken.

No matter where you are, if you are feeling not well you should seek medical attention immediately.

The public especially senior citizens and children should take appropriate measure to counter the hot spell. Everyone is susceptible to heatstroke and it may be fatal in some cases.

Dehydration and electrolyte imbalance could cause heat cramps. As such, people should drink more water and avoid exposing to sunlight.

Persons such as labourer, farmer, athlete, soldier, and adults over 40 are 10 times more at risk.
Toddler under 5, respiratory, hypertension, diabetes and thyroid disease patients are also high risk group.

Dengue mosquitos thrive in hot weather, people should also clear their surrounding of stagnant water to prevent spreading of dengue disease.

炎熱天氣，請照顧好自己

 氣象局預測我國將在接下來的兩個月迎來最高38度高溫，而且大約一星期才有1至2場雨。
  面對高溫天氣的到來，加上民眾在新年期間盡情吃喝玩樂，這將導致人體抵抗力下降，並且有中暑、咳嗽、喉嚨痛、多痰、傷風等跡象，民眾應該提防，以免受苦。
  有傳統的方法，為了防止生病，民眾可前往藥材店購買各類涼茶，其中包括菊花、薏米、洋參片等，以便煲煮給一家大小飲用，幫助清熱降火，同時幫助抵抗炎熱天氣。
  民眾也需注意飲食，時刻補充水分，如此才不會造成體內熱氣過高，否則將會出現咳嗽及喉嚨痛等症狀；另外也可攝取更多的維他命C及輔助品，以增強免疫系統。
  家長也要勸告家中小孩，避免太長時間的戶外活動，曝露在太陽底下將會令到體溫上升，輕易引發中署等症狀。
  校方可以密切關注氣象局的報告，適當時候停止學校的戶外活動，防止有體質弱的學生因此病倒，同時也可以在戶外活動時，多準備白開水讓學生及教師解署。
  最重要是，無論在家裡或者在校內，一有不適的情況，便應該向醫生求助，不要拖延，以免病情惡化。
  民眾應該做好預防措施以應對酷熱天氣，因為所有人都有中暑的風險，中暑也可能致命，老人和兒童需小心照顧身體。
  體內脫水，鹽分失衡，容易引起熱痙攣，因此民眾應多喝開水和運動飲料，以及避免在戶外曝曬。
  尤其是那些在戶外從事體力活動的工人、農民、運動員、軍人等；此外，40歲以上成年人中暑的風險也較年輕人高出10倍。
  年紀太小的，如5歲以下兒童，以及呼吸系統疾病、高血壓、心臟疾病、糖尿病和甲狀腺疾病患者也屬於高危人群。
  炎熱天氣是黑斑蚊繁殖的溫床，如果民眾沒有處理好儲存用水的容器，骨痛熱症病例極可能急速增加。

Yuan Xiao / Chap Goh Mei

5 March 2015 is the 15th day of the first month in the lunar calender, it is celebrated by the Chinese as Yuan Xiao Festival or Chap Goh Mei.

We feel blessed that we can celebrate the day – as any other important festivals – openly.

Yuan Xiao Festival emphasises universal rejoice. It is deemed the apex of the lunar new year because after this day, people will start working productively. As such, people are rejoicing at this day, praying to their gods for good weather and abundant harvest for the rest of the year.

Yuan Xiao Festival is not a separate festival but an integral part of the lunar new year celebration.

The concept of moderation exists in all major religions and ethnic groups. Moderation is an important element in a mutual respect and harmonious society.

Moderation promotes mutual respect and understanding, despising extremism, violence and fanaticism.If everyone subscribes to the concept of moderation, social harmony will be attained and becomes our country’s competitive edge.

We could celebrate various festivals of different ethic and religion because people here are generally moderate in nature.

Therefore, we should seek common ground and values among different religion. Irrespective of what your religion is – Islam, Hinduism, Buddhism, Taoism, Christianity or any other – we can establish our common values and live together peacefully, harmoniously and united.

Therefore, let us united under the concept of moderation.

元宵節

 3月5日將會是農曆十五的元宵節，在這特別的日子，我們身為大馬人都很慶幸，我國可以大大方方迎接各大種族及宗教的重要節慶，這對一些國家來說，是非常特別的。
  元宵節強調“普天同慶”，元宵節被人們視為春節最後的高潮，因為過了這天，人們就要真正進入新一年的生產生活，所以人們在元宵節全民歡慶，以祈求上蒼保佑來年風調雨順、莊稼豐收，這也表達了人們對新年的美好期盼。正因如此，在中國民間有“正月十五鬧元宵”的習俗。
  元宵節不是一個孤立的節日，它是春節的一部分。
  其實，不只是華人，其他宗教與其也種族，也有灌輸相同或類似的中庸概念，中庸之道能促使人民互相尊重，進而創建一個和諧的社會，這是不可否認的。
  儘管宗教信仰與種族不同，但中庸的原則，幾乎在所有宗教中是相同的，中庸能使人民互相尊重，讓我們不會存有極端、暴力及狂熱的思想，也不會攻擊不同宗教不同種族的人士。
  佛教有“中庸”的概念，伊斯蘭是“wasatiyah”，英文則是“moderation”，若人民秉持中庸之道，我們就能營造一個和諧的社會，這種和諧的情況對我國是非常有利的。
  就因為我國人民奉行中庸之道，因此各族人民今晚能夠在和諧的情況下，渡過各族的各種節慶。
  我們應該在各別的宗教信仰中尋找共同的價值觀，不管是伊斯蘭、興都教、佛教、道教、基督教或其他宗教。雖然我們有不同的信仰，但是我們有共同的價值觀，這些價值觀能使我國成為一個和平、安寧及團結的國家。

電費

電費調低，這是政府給人民農曆新年的“大紅包”，畢竟這是大家在面對百物價上漲，處在錢更不夠用的水深火熱時的喜訊。 　隨著電費成本降價，各行各業也應該盡力配合，在能力可及的範圍內，齊齊調整物價，讓人民百姓都受惠，共度難關。   電費在中小企業生產過程中是很重要的元素之一，佔總成本的7%-10%，若是24小時操作的機器與店面，耗電量及成本的百分比就更高了。   油價已下調，加上電費調低，中小企業在能力範圍可能情況下，也會盡量配合，響應調整產品價格。   我相信，電費調低也有利于吸引外資，打造良好的經商環境之外，營運成本降低也是重點。   國能應該設定更透明化的電費計算機制，並且公開讓用戶瞭解當中的電費計算法。   無論如何，市場上的各行各業都是環環相扣的，電費調低，供應鏈也需跟著調整生產品價格，即從大企業或廠商先調整價格費用，接著各行各業也響應調整物價，才能起一呼百應的效應。 　百物價告漲，政府要適時調動各項價錢，以踏實有效的方法，加強監督與執法，遏制物價繼續高漲不下。

Electricity Tariff

The government's decision to lower electricity tariff is indeed an ang pow for the CNY. Considering the general increase of prices of all goods, this is actually a good news during bad time.

It is therefore hoped that following the decrease in electricity tariff, all businesses will pass on this savings to the consumers in the form of lower prices of goods and services. 

Electricity cost forms about 7-10% of total costs which is a major business operating expense. Those businesses and industries operating around the clock will incur an even higher energy bill. 

Since this major operating cost has been lowered, SME should also within their capacity lower their prices accordingly. 

I believe that lower electricity cost will make us a more conducive business environment and preferred foreign direct investment destination. 

Tenaga Nasional Bhd should also practise a more transparent electricity tariff mechanism so that users are aware of how their bills are calculated. 

Anyway, it is important that manufacturers and suppliers who form the major upstream supply chain should take the lead in reducing prices so that the vendors at downstream supply chain can reduce theirs accordingly. 

The government should be in time like this taking various measures to monitor the situation and enforce relevant policies to prevent inflation from getting out of control.

政府有必要檢討PLKS的線上服務

移民局于1月5日起，關閉外勞工作準證更新服務櫃台，由MyEG全權負責更新外勞臨時工作准證（PLKS）的線上服務，這措施並不符合一般的程序，因此政府相關單位，有必要檢討這項政策。

  政府不應該強逼公眾付費使用線上服務，而是讓公眾自由選擇是否要使用該服務，因為大馬互聯網的使用率還不普遍。

  無可否認， 政府鼓勵各單位增加線上服務，確是一個正面的趨勢，只是任何政府措施都不應該出現壟斷的局勢，這對公眾不公平，也對其他人不公平。

  國內非政府組織與商會及團體已相續站出來反對這項措施，政府有必要檢討，避免此課題如同雪球般越滾越大。

  大馬目前是全力朝2020年高收入先進國的目標邁進，類似的壟斷措施，將會令到外資卻步，甚至人民對于政府也有負面印象。

  政府在落入任何政策前，都應該先與業者對話，調查民間反應，以免落實后又被逼取消，得不償失。

government should review implementation of renewal service online

  The immigration department will close down all foreign workers permit renewal counters effective 1 May, and MYEG as the sole appointed agency will take over the renewal service online. However, the manner of the implementation is believed not conforming to conventional procedure. As such, the government should review its decision in relation to this implementation.

The public should not be forced to use the paid online service but be offered the choice of an alternative channel because in Malaysia not everyone is digital savvy or computer literate.

The effort of the government to promote online government service is no doubt a positive move. However,  there should not be monopoly which is unfair to the public and other people.

There are a growing number of NGOs, trade associations and organisations voicing their opposition to the measure. As such, the government should make a review of its decision now before the issue gets bigger.

As Malaysia is heading toward a high income nation by 2020, such kind of monopoly would deter foreign investors from coming.  Besides, the people will have a negative perception against the Government.

It will be good if before implementing any public policy, the government should first engage with the relevant industry and the people by conducting a “Town Hall” dialogue and consultation to avoid the embarrassment of retracting its decision later on.

I must say that implementing online government service is a right direction for the country but its method of implementation needs to be reviewed and must not create monopoly as it is against the public interests.

丘應權：擬設商會助解難題

　

  敦拉薩鎮教育基金會主席拿督丘應權指出，他將考慮在敦拉薩鎮設立一個商會，讓商家有管道獲得相關資訊和解決所面對的商業問題。

　他說，目前該區沒有一個相關團體來協助商家解決問題，如無法獲得有關消費稅的資訊等，因此他認為有必要成立商會。

　“這商會有別于中總，我們將探討商家的問題，再代表向政府相關單位和機構如市政局等接洽，讓他們有個發言的管道，預計會在6月前成立。”

　此外，他指出，政府應該協助商家了解消費稅，目前仍有商家感到困惑，希望關稅局在消費稅落實后，不要為難商家，而是一步一步協助商家渡過灰色地帶。

　“消費稅很複雜，實行起來也不簡單，因此希望給商家緩衝期，不要動不動就罰款。”

姚長祿：協助傳統經營者

政府應提供軟件津貼

  馬華聯邦直轄區州聯委會主席拿督姚長祿指出，許多固守傳統經營模式的雜貨店和藥材店業者，無法短時間內植入電子系統處理賬目，因此有關當局應考慮繼續提供更多消費稅軟件津貼。

　他說，落實消費稅肯定會為商家帶來衝擊，尤其是中小型企業，很多傳統商店由老一輩經營，複雜的呈報消費稅手續令他們打退堂鼓。

　“一個年收入約7至8萬令吉的小型雜貨店，售賣多樣產品，若要申報退稅就必須植入電腦系統來輔助，無形中增加負擔。”

　他今日出席由敦拉薩教育基金舉辦的GST講座會后，這么指出。

　姚長祿說，政府應考慮為商家提供便利，如協助他們設立電子賬目系統，且早前大馬中小企業機構為助中小企業迎接消費稅，所提供的1000令吉電子補助券已派完，因此必須增添更多補助券。

　他也希望執法單位可給予3至6個月的寬容期，協助或勸導那些因不熟悉消費稅而違規的商家，並不是在落實后馬上對付。

　他也呼吁所有商家和消費者，必須以積極樂觀的態度來面對消費稅，因為消費稅已不能再展延，消費稅是公平的稅務，對國家未來經濟發展有利。

  馬來西亞財政部稅務官員李玉蓉指出，這世上並無完美的人事物，只要商家根據關稅局提供的消費稅指南營業，就算出現不在指南所提及的範圍，只要給予充分理由，關稅局也會依據特別規定給予回扣。

　她舉例，若納稅人提供應納稅供應后，卻沒有收到全額或部分款項，他們就能申請壞賬減免，以索取回已繳交的稅務。

　“商家必須依據申請條件，如他們必須是在供應日期的6個月后，沒有收到部分或者全部款額，或債務人在6個月內宣布破產，或已做出足夠努力去追討債務，在加上修正消費稅呈報后，商家就能獲得減免。”

　她今日擔任由敦拉薩教育基金舉辦的消費稅講座會主講人時，這麼指出。

　出席者包括馬華聯邦直轄區州聯委會主席拿督姚長祿、敦拉薩鎮教育基金主席兼馬華敦拉薩鎮區會主席拿督丘應權、馬華敦拉薩鎮署理主席黃春華及馬青聯邦直轄區州團長陳國勇。

　李玉蓉指出，有些商家是以現金交易，若供應商沒有還錢，導致生意資金流動出現障礙，無法繳交消費稅，商家也會為此擔憂不已。

　“但其實商家可以申請‘基本支付’項目，該項目可允許商家在供應商還錢后，才繳交消費稅。”

　她也說，商家必須先了解何些為應納稅供應和非應納稅供應項目，才清楚知道自己應在什麼地方徵收銷項稅（Output Tax）。

　“應納稅供應一般都屬銷售貨物或服務，但執法單位如警察雖然為民服務，但民眾無需為此項服務繳交消費稅，然而民眾若要購買監獄囚犯所製作的手工藝品，就必須繳交消費稅。”

　（吉隆坡訊）敦拉薩鎮教育基金會將在本月18日（星期日）舉辦“消費稅講座會”，讓商家了解消費稅軟件運作和落實消費稅對商家的影響。
　這項講座會將在蕉賴康樂華小禮堂舉行，以中文為媒介語，協辦單位是馬華聯邦直轄區聯委會、敦拉薩鎮區會及馬青區團，並獲得財政部及關稅局支持，大會邀請財政部副部長拿督蔡智勇主持開幕。
　敦拉薩教育基金會主席拿督丘應權說，講座會內容包括講解消費稅、消費稅為商家帶來影響、退還消費稅機制、消費稅的會計處理、當局與付稅制等。
　他也是馬華敦拉薩鎮區會主席。他今日召開記者會時指出，大會邀請到首相署利商特工隊委員拿督蔡兆源、關稅局官員及稅務顧問擔任主講人；講座會時間為上午8時30分至下午4時，並分為3個階段進行，免費入場，但名額有限。
　“我們已接到300人報名，剩下200個名額，出席者可在當天現場註冊，同時針對消費稅提出疑問，向專家和官員發問。”
　馬青敦拉薩鎮區團團長陳國勇說，此講座會專注在消費稅落實后要如何使用軟體運作，所以關稅局官員會講解消費稅策略，包括進出口稅，並會當場示範如何使用消費稅軟體。
