政府應關注家庭的負債率

   敦拉薩鎮區會教育基金主席丘應權說,日前破產局指大馬家庭的負債率越來越高,至今我國家庭總負債額達到6670億令吉,導致許多消費人無法繼續攤還銀行債務而破產;而大馬消費人聯合會(FOMCA)也指,現代人踏出社會即背負沉重債務,調查說巴生谷47%年輕打工族擁有嚴重債務問題,37%坦言生活負擔重,15%完全沒有儲蓄,顯示城市人的經濟狀況面對很大壓力,他勸告人人都應該量入為出!
  “政府也應該在協助鄉下及效區人民的生活時,同時關注在城市生活的這一群,因為城市的生活水平比鄉區高,就算城市人收入比赤貧者高,卻也不見得會生活會比鄉區人民的生活富裕,有者甚至更糟。”
  他說,政府關注如何協助在城市生活的中產階級及負債纍纍的一群,可以勇通過成立一個特別單位,負責協調各部門的財務管理及教育,其中包括探討學校、大專的教育方式,助年輕上班族做財務及儲蓄預算。

Government should concern the rising of house hold dept

Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen said that recent comments from Malaysia Department of Insolvency on the  household debts rose up to RM667 bil has to be addressed by all partners concerned especially the Government.

Many consumers failed to repay the bank loan and eventually became bankrupt. Federation of Malaysia Consumers Association (FOMCA) said that 47% young working adults are in serious debts problem.

Therefore, the Government should create a special task force responsible in create awareness through seminars and education conferences on good financial management to the students and young working adults so that they will learn a better way to manage their finance.

The Banks should set aside a sum of money to finance the financial management campaign, which targeting the young adults and the students. Programs such as financial management camp must be organized by the Banks for their students – customer during school holidays or semester break for undergraduates. In long term, this will help to reduce the household debts. 

In addition, the schools and parents should educate the children the saving habits and spend prudently at an early age. Saving habits must be part of our culture and in long term, this will further enhance our ecomony.

Recognize the academic qualification of China Universities help to encourage overseas graduates return home for employment

 Yayasan Pendidikan Kawasan Bandar Tun Razak Chairman, Mr Chew Yin Keen said following the announcement made by Ministry of Higher Education of Malaysia to recognize the academic qualification of 146 institutions of higher learning from China in early March this year and further recognized 674 more higher learning institutions from China. Thus, Malaysia has recognized a total of 820 higher learning institutions. The recognition almost covers the whole Of Chinese university degree.

He believes that this recognition not only good news to the graduates, undergraduates, independent high schools’ students, but, it also helps the government effort in recruiting Malaysian Chinese graduates to join the civil service. It also helps the Chinese schools to overcome the shortage of Chinese teachers. It further strengthens the country’s bilateral relationship with China.

Some Chinese primary schools have been encountering shortage of Chinese teachers has criticized the Ministry of Education for unable to send qualified Chinese teachers to these schools. With the recognition of Chinese high learning qualifications from China, the Ministry of Education perhaps can consider to have those graduates to teach in our local Chinese schools.

He also believes that it will to encourage Malaysian overseas graduates especially from China to return home for employment.

Further, theMinistry of Higher Education will promote and encourage Chinese institutions or university to set up branch campus in Malaysia. This will further enhance the bilateral trade between the two countries, said Mr Chew. Hence, this will contribute to the Malaysia economic growth and ultimately, will further strengthen the Malaysia economy.

馬中互認文憑助專才回流


敦拉薩鎮區會教育基金主席丘應權說,繼高教部在今年3月宣布承認中國146所大學本科學位後,政府進一步擴大承認其他674所大學,如今我國承認的中國大學本科學位達820所,已近乎涵蓋全中國大學學位。
 
他相信,這項措施不只是對持中國大學文憑者、正在中國大學進修的大學生、獨中生是屬于喜訊,對于如今政府正在積極尋找華裔子弟加入公務員陣容和華小師資短缺的困境,更是猶如解決問題的及時雨。
“華小最近一直被師資短缺問題困擾,華教份子也抨擊教育部派不具華文資格教師到華小,一旦中國大學畢業生獲政府承認資格,他們將可以當教師,師資短缺也迎刃而解。”
  他說,政府在學術領域上大規模承認以中文為教學媒介的大學的學術地位,而這些畢業后的學生,可能成為華校師資生力軍,有助延續華教事業。
  “隨著政府承認中國各大專學位的舉措,必能激發、鼓勵更多國中生在大馬教育文憑試報考華文科,傳承中華文化使命。”
  他說,過去,獨中生到中國深造,會顧慮有關文憑是否受政府承認,但隨著這項宣布,學生可放心留學,就讀所承認的中國大學學位,畢業后除進入私人領域機構就職,也可進入政府部門服務。
  他補充,這是兩國高等教育領域合作與交流的一個重大突破,不但為兩國學生開拓更廣的求學出路。
  “馬中高等教育學位互認是華社高度期待的,這次的成就是政府在高等教育的重要里程碑,未來將進一步加強兩國學府的人才培訓及學術交流,促進馬中關系。”
  他說,高教部帶領協助大專院校打開國際化路線重要的一環,日後將鼓勵更多中國大專來馬設立分校,有助於重啟政府打造區域高等教育中心的目標。
  他說,隨著這項宣布,相信可以一並解決海外升學的獨中生學位不受承認的問題,進一步阻止人才繼續外流,也相信能夠進一步吸引在兩岸四地就業的專才回國服務,這些高素質人才對國家經濟轉型起著重要的作用。

政府應承認獨中為主流教育體系

  敦拉薩鎮區會教育基金主席丘應權說,隨著納吉日前宣布追溯承認拉曼學院的文憑,加上800多間中國大學的資格,也都即被政府承認,政府應承認獨中為主流教育體系,定期撥款給獨中,更以開明的態度,批准增加獨中的數量。
  “獨中是華社的民辦學校,建校費用和運作費都是來自華社,因此只要有需求,政府不應拒絕獨中的增建。”
  他說,政府承認統考相信只是時間上的問題,目前很多領域已承認統考,只有國立大專還不接受統考生,這是政府應該慎重考慮的。
  “我認同,一旦政府全面承認統考,獨中也應進行一定的改革,令獨中的教學與教育部採用的教育系統有接軌,雙方共同努力協商,為教育的大方向一起努力。”
  他說,教育部應該在目前正在全國巡迴進行的“全國教育制度檢討對話會”,及在未來的全國教育藍圖中,涵蓋公平對待各源流學校以及廢除大學預科班和基礎班等進入本地大學門檻的種族固打制。
  他認為,目前進入本地國立大學的門檻,即大學預科班、基礎班等,依然保留著種族固打制,而大學預科班也只有10%開放給非土著,基礎班更幾乎100%保留給土著,這政策確有檢討的必要。
  “國立大學學額錄取的確已採用績效制,這是一項改變及進步,現在也是時候讓全部開放。”

  “人民在首相納吉領導的3年以來,民望日益提升,這證明全民已充分接受他所宣揚的‘一個馬來西亞:以民為本、績效為先’的理念。因此,政府應該朝著由教育制度廢除固打的方向邁進。”
  他說,相信全民也期待政府公平對待各源流學校,不再以全津貼或半津貼區分學校,各校都應獲得一視同仁的對待。

Government should fully recognized the examination programme by the Chinese Independent schools

Yayasan Pendidikan Kawasan Bandar Tun Razak chairman, Mr Chew Yin Keen said with the announcement made by our Prime Minister, Datuk Seri Najib Tun Razak that students who obtained unaccredited Tunku Abdul Rahman College (TARC) diplomas and higher diplomas will now have their qualifications recognized by the Public Service Department(PSD) together for those from 800 Chinese independent schools in Malaysia.

The Government would retrospectively recognize the diploma and higher diploma encompassing more than 70 programmes with immediate effect. Government should recognize the mainstream education system practicing among the Chinese Independent schools, allocating funds for further expansions and increase the numbers of schools in future.

The funds for expansion and building of Chinese Independent Schools are mainly received from Chinese community. Therefore, government should always support whenever the needs arise.

He said that the recognizing examination programme by the Government are solely due to the timing. So far, various international professional bodies recognized their qualifications, pending only from national universities, government should give serious consideration on this issue.

He agreed that once the government fully recognized the examination programme by the Chinese Independent schools, there will be reformation on education system between the Chinese schools and Ministry of Education to further reinforce the education system in the country.

He added that the Government has launched national official dialogue to gather feedback on reviewing the education system, to come up with an Education Blueprint that covering the fair and just for all schools and to consider of abolition of foundation or pre-university class. The Blueprint is also implemented to address the problem of racial polarization in the schools.

He commented that most of the local universities admission placement is based on ethnic quota system. Only 10% is opened for non-Bumiputra and almost 100% reserved for Bumiputra in pre-university class.

Under our Prime Minister Datuk Seri Najib Tun Razak’s leadership for the past 3 years which well recognized by the people, even better with the 1Malaysia plan introduced to emphasize ethnic harmony, national unity and good governance. Therefore, the Government should consider to abolish the quota system in existing education system.
